HSEQ Manager
JOB SUMMARY
The Manager – Health, Safety, Environment and Quality (HSEQ) is responsible for providing leadership and management to HSEQ, as well as providing support and guidance to all operations of the organization regarding HSEQ management systems and Client requirements. This position provides direction for decision-making within the Company and on Client sites in accordance with Standard Operating Procedures (SOPs), laws, safety and quality standards, codes, specifications and schedules. The incumbent is expected to manage and maintain the combined Management Systems (HSE and Quality processes) in accordance with ISO 9001, 14001, 45001, STOW TT and other applicable regulatory requirements.
KEY DUTIES AND RESPONSBILITIES
STRATEGY
1. Contributes as required to the development of the Company’s Strategic Plan.
2. Works with the CEO to develop the strategic and operational plans for the HSEQ Department in alignment with the Company’s strategic and operational plans.
3. As a key member of the HSEQ Department, contributes to the realization of the strategic and operational objectives of the department including setting, monitoring and meeting departmental Key Performance Indicators (KPIs).
4. Plan, monitor, and manage the Company’s HSEQ budget in line with organizational practices and strategic objectives.
TECHNICAL SUPPORT AND MANAGEMENT
5. Provide overall leadership to the HSEQ Team to ensure the successful implementation of the Department’s strategic and operational plans; direct the resources and activities of the Company to support Departmental programs and providing advice/guidance to Management, periodically reporting on the Department’s KPIs.
6. In collaboration with Team Leads – Quality Control and Quality Assurance, review, and as necessary, provide oversight in the development and implementation of effective administrative and control processes and practices.
7. Continually maintain an appropriate level of awareness, knowledge and preparedness throughout the Company to create a culture that prioritizes responsible safety and quality at all levels.
8. Assist Operations Managers, incorporating and coordinating safe work practices and the importance of quality as part of orientation and training, ensuring HSEQ policies and procedures are communicated with expectations defined at the start of each new project.
9. Host, supervise and coordinate HSEQ meetings, orientations/inductions, training programs or media which will increase proficiency in safe practices and promote HSEQ consciousness.
10. Keep abreast of current/emerging technical and professional aspects of the position and develop, monitor and update policies, guidelines, standards, procedures and practices to ensure that they are current, legally compliant and in the interest of fostering excellent performance as well as continuous improvement.
11. Keep up-to-date with emerging trends and innovations, market conditions, regulation and new technology that can impact on the business.
12. In collaboration with the Senior Manager – Proposals and the Estimating Manager support the Estimating Department in ensuring the requisite HSEQ components, including related costs, are factored into project bids/proposals in accordance with Company procedures.
RISK MINIMIZATION AND COMPLIANCE
13. In collaboration with Senior Management, conduct periodic GAP Analysis and Risk assessment to verify legal and system compliance in accordance with established actions plans.
14. In collaboration with Team Leads and other key stakeholders conduct periodic audits and inspections of various departments and processes to monitor compliance with Enterprise and Project Risk Assessment, the Company’s goals and objectives and departmental KPIs.
15. Develop departmental training and orientation programmes that reinforces/enhances best practice and compliance with Company and Departmental policies and procedures.
16. Utilize all efforts to maintain the Company's Certificate of Compliance rating with the Safe to Work (STOW) Board, BSI, Customer and Regulatory Audits.
17. Manage the coordination and implementation of site visits/audits, completing on-site safety assessments as part of the continuous monitoring process.
18. Ensure the Incident Management System is effectively deployed internally as well as throughout client-based operations and oversee the implementation of corrective actions as it relates to incident(s) ensuring "lessons learned" are communicated throughout the Company and incorporated in policy/procedure, if necessary.
19. In collaboration with the Project Team, continuously monitor and revise the incident management systems to avoid disruptions in business continuity.
20. Develop and maintain an Incident/Accident Database in line with HSE Legislation and standards of best practice.
QUALITY CONTROL SYSTEMS
In collaboration with the Team Lead – Quality Control:
21. Effectively manage the Company’s quality control processes including inspection and test activities as well as planning and coordinating all monitoring and measurement activities related to product conformance.
22. Monitor the product life cycle to completion for compliance with Client requirements, the ISO: 9001 and other applicable standards.
23. Ensure relevant reports, Inspection and Test Plans, quality specific procedures, Welding Procedure Specification and other guidelines are developed and submitted in accordance with the clients and code requirements.
24. Assist in the planning and implementation of clear guidelines and appropriate procedures aimed at process optimization and resource efficiency.
25. Lead the Company’s efforts to maintain continuous quality improvement by implementing process controls, data analysis and measuring devices.
26. Analyze data to identify areas for improvement in the quality control system.
27. In collaboration with the Project and Quality Assurance Departments develop and implement a Quality Cost reporting system
28. Conduct root cause analysis for non-conforming trends observed; and implement corrective and preventative actions for continuous improvement and product conformance.
STAKEHOLDER MANAGEMENT
29. Provide regular written reports and updates to Management.
30. Ensure the consistent scheduling of meetings at all Company locations to communicate and review HSEQ performance, policies and procedures.
31. Oversee the Company’s HSEQ incentive programs and periodically review them to ensure they are accomplishing the desired results; make necessary changes to the program to maximize effect.
32. Ensure all third party contracts are effectively developed and monitored to ensure they are current, compliant and provides the necessary protection to the Company and its Clients in executing projects; represent the Company at various external and third party stakeholder meetings as required.
33. Define departmental roles, responsibilities and accountabilities for transparency and engagement.
34. Manage, coordinate, supervise and coach assigned personnel giving appropriate guidance and direction as required, clarifying role expectations as necessary and in line with the Department’s agenda.
TECHNICAL COMPETENCIES
Knowledge and understanding in the application of non-nuclear API and ASME Codes.
Familiarity with welding, fabrication lifting and rigging and industrial plant operations/working environments.
Negotiation, Coaching and Financial and business acumen.
Computer literacy inclusive of Microsoft Office Suite, MS Projects and other software as applicable.
Strong knowledge of OSH legislation and regulations.
Sound knowledge of Quality Management, Project Management, Mechanical Construction and Maintenance, applicable ISO 9001Standard, HSSE and IR regulations and best practices; ASME and API codes.
Knowledge and understanding of the commercial environment including the identification of commercial.

QUALIFICATIONS AND CERTIFICATION
ESSENTIAL
Bachelor’s degree in engineering (Mechanical, Industrial or similar discipline)/Natural Sciences/Information Systems/OESH.
Lead Auditor Certification (e.g. ISO 2015, 45001 etc) or Equivalent from an accredited training institution/programme recognized by the Company.
DESIRABLE
MSc. in OESH, Environmental Science or Natural Sciences from an accredited training institution
Root Cause Analysis Certification
Train the Trainer or Equivalent Behavioural Based Trainer Programme.
Membership with ASQ, IOSH etc (asset).
EXPERIENCE
ESSENTIAL
Demonstrated competence and/or competencies normally acquired over a minimum of five (5) years’ experience in a Management position with a proven track record in implementation and enforcement of HSEQ Management Systems.
Exposure and experience in construction and petrochemical type industry.
Experience in a unionized and fast pace environment
