Our client, the ODPEM - the lead agency responsible for disaster risk management in Jamaica, is seeking an experienced change agent with strong credentials in strategy and a pull to national service, to take the organization through to its highest position of readiness.

The Role

Charged with advancing disaster preparedness and emergency management measures across the country, the agency also runs the National Emergency Operations Center and plays a coordinating role in the execution of emergency response and relief operations in major disaster events.  The Director General  is accountable for guiding the overall direction and managing the day-to-day operations of the ODPEM and is the key driver of organization culture. 

The role requires a leader with a mind-set of readiness, who can define, articulate and through collaboration, chart a clear vision/strategic roadmap of the agency’s direction, and who possesses the tenacity to implement that vision.  The individual appointed will therefore need to:

  • Work together with the Board and executive management team, ensuring objectives and targets are being met - assessing their effectiveness and alignment to deliver on the mandate. 
  • Consistently evaluate levels of readiness and preparedness – physical, systems and people resources, in the move to take the agency to the top performance mark.
  • Ensure the adequacy of the technology infrastructure and technical competence of the staff to maximise the impact on operational efficiency and communication. 
  • Engage and lead the management team in building an enabling environment across the organization.
  • Maintain a network of healthy linkages across partner agencies, private sector and international donor organizations to advance the agency’s work and solidify suitable alliances in the event of a disaster.

Preferred Profile

  • MBA or equivalent; BSc Disaster Management or related discipline; at least 8 years successfully managing a medium to large public or private organisation, with a compelling record of firm leadership. 
  • An experience profile that demonstrates sound strategic leadership, planning, organizational, project management and decision-making skills; effective resource management; driving results and accountability and building confidence in the way forward. 
  • Effective negotiation and conflict resolution skills with a reputation for getting things done.
  • The role demands a proven ability to bring the private sector and political directorate along - increasing their awareness and participation.
  • A background that confirms strong, rounded people management skills, able to stretch and develop a team to deliver high performance and acknowledged for fair play at every level.
  • A quick study, with the mental fortitude and decision quality to handle arising issues in the public space. 
  • A confident and articulate communicator with unquestioned integrity, sound judgement, and an innate ability to win respect and work constructively with people of diverse backgrounds.
  • Highly successful in building alliances, with the self-assurance to be firm and gain the confidence of the Board.
