About the FSC:

The Financial Services Commission (FSC) is an integrated Financial Services regulator. We are seeking individuals who are self-directed, results-oriented, and have a passion for providing excellent service.The FSC has an immediate opening for a contract period of 2 years for the position of Technical Assistant.

Position Summary:

Reporting to the Senior Director (SD) of the Investigation & Enforcement Division (I&E), the Technical Assistant (TA) is responsible for assisting the SD in the strategic and technical coordination of all major investigations; enforcement matters; AML/CFT/CPF matters, policy/regulatory development matters; local and overseas requests for assistance; and overall divisional policy and procedural development. In this respect, the TA is required to work closely with the investigation and enforcement teams and the AML Unit in the proper coordination of matters.

Key Responsibilities:

  • Compiles, collates and analyzes technical information and prepares reports/briefs in order to address the specific needs/requirements of the SD;
  • Ensures that the SD’s directives, required information/data, and updates on working groups/committees/initiatives/tasks are communicated accurately and in a timely manner with the SD’s direct reports, team members, and other key stakeholders while maintaining confidentiality in sharing information.
  • Works closely and coordinates with the I&E Chief Investigator, AML Chief Compliance Officer, Administrative Assistant, Complaints Coordinator; Executive Office, Legal Services team, Board Secretariat, Sector Divisions, Research & Policy, Procurement, Prime Contact Secretariat, Ministry of Finance & the Public Service, the Financial Investigations Division (FID), the Companies Office of Jamaica, the TAJ and all Competent Authorities.
  • Communicates directly and on behalf of the SD for project/initiative updates and other information needed from direct reports, internal and external stakeholders.
  • Researches, prioritizes, and follows up on incoming issues and concerns addressed to the SD, including those of a sensitive or confidential nature. May recommend appropriate course of action, referral, or response as needed.
  • Updates and monitors I&E enforcement and SD strategic databases containing confidential information regarding issues, objectives, and strategies for relationship-building and stakeholder management.
  • Assists the SD in providing strategic help-chain support for major investigations, enforcement matters and AML/CFT/CPF issues.
  • Acts as liaison with HR in coordinating required training for I&E team members.

 Education, Knowledge and Skills:

  • A minimum of three (3) years’ experience in a similar position
  • Degree or equivalent professional qualification in business, law, or related field
  • Sound knowledge of the Securities Act, Insurance Act, Pensions (Superannuation Funds and Retirement Schemes) Act, Trust & Corporate Services Providers Act, Proceeds of Crime Act, the Terrorism Prevention Act, the United Nations Security Council Resolutions Implementation Act and their attendant regulations
  • Proficiency in Microsoft Suite Applications
    • Strong analytical and planning skills;
    • Excellent time management, organization, decision-making, and administrative skills;
    • Ability to build and maintain relationships; and liaise with diverse team members and stakeholders.
