Our Client, the Children’s Authority of Trinidad & Tobago (CATT), is seeking candidates for the following four (4) Human Resource Lead positions:

  1. Lead – Employee Relations
  2. Lead – Strategic HR
  3. Lead – Learning, Development, & Standardization
  4. Lead – Talent Acquisition & Development

These positions are offered as three (3) year renewable contracts. More information on each position is provided below.

    

LEAD – EMPLOYEE RELATIONS

Summary of Position:

The Lead, Employee Relations will oversee the Employee and Industrial Relations portfolios at the Authority.  He/ she will draft and update the Human Resource and Industrial Relations policies and ensures that approved policies are communicated to all staff.  He/she provides coaching and support to Managers and Team Leads in treating with employee issues, manages all employee engagement activities and ensures a healthy Industrial Relations atmosphere is encouraged.

Principal Accountabilities:

  • Create Annual Employee Relations Plan for the Authority.
  • Providing support to the Human Resources Manager and Line Managers in the handling of grievances and terms and conditions of employment.
  • Provide guidance regarding terminations, suspensions and other disciplinary actions.
  • Conducts disciplinary and grievance investigations and prepares reports.
  • Chair Disciplinary Hearings
  • Research trends and practices in labour/employee relations and recommend programs that will enhance employee and labour relations at the Authority; research and craft new policies for approval.
  • Make representation and submissions at the Ministry of Labour and the Industrial Court.
  • Conduct ongoing research into emerging trends, issues and best practices related to Industrial Relations/Employee Relations.
  • Supervise the Employee Relations Officer, and the Employee Relations Assistant assigned to the Employee Relations Team ensuring high standards of performance.
  • Draft and update all Human Resource policies, procedures and core functions.
  • Prepare letters, reports and proposals as required by the People, Leadership and Transformation Manager.
  • Determine and recommend employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale.
  • Develop and implement health and wellness programs
  • Assists with the Human Resource strategic planning process
  • Shape and promote a culture of collaboration, trust, and teamwork, throughout the organization, through leadership and effective communication
  • Support line managers in the implementation and/or execution of initiatives that drive employee engagement, reinforce company culture and build employee commitment and retention.
  • Develop and implement employee engagement strategies
  • Conduct and analyze results of Employee Surveys.
  • Supervise Employee Relations Officer and Employee Relations Assistant
  • Performs other related duties as assigned.

Qualifications & Experience:

  • Master’s in Human Resource Management or Business Administration.
  • Bachelor's degree in Business Administration or equivalent qualification
  • Diploma in Industrial Relations
  • Certificate in Labour Laws
  • A minimum of five (5) years progressive experience in Human Resource Management experience with significant exposure to employee/ industrial relations
  • Two (2) years’ experience at a Supervisory level in the Human Resource department will be considered an asset
  • A combination of education, training or experience that demonstrates the ability to perform the duties of the position.

 

 

LEAD – STRATEGIC HR

Summary of Position:

The Lead, Strategic Human Resource maximises the potential of the workforce through strategic planning, organisational review and policy design and development.  The incumbent will also oversee and administer the Authority’s compensation structure and manpower planning functions.  He/she will work closely with the PLT Manager to ensure the Authority’s human resources function is strategically aligned to its mandates.

Principal Accountabilities:

  • Develop and implement Human Resource Management Strategies and initiatives aligned with the Authority’s Strategic goals and priorities to sustain organisational capability and meet business goals.
  • Present business results and post analysis opportunities to leadership teams to capture the collective genius
  • Review and develop Standard Operating Procedures for all departments
  • Review, develop, implement and interpret Human Resource policies and procedures.
  • Develop department goals, key performance Indicators (KPI’s), objectives, processes and systems.
  • Assist line Managers with development of departmental KPIs.
  • Supervise the Manpower Planning Officer and HR Officer assigned to the Strategic HR Team ensuring high standards of performance.
  • Provide a monthly Report to the People, Leadership and transformation Manager on key Human Resource metrics, such as, retention rate, turnover rate, vacancy rate etc.
  • Keep Managers informed of significant issues that jeopardize the achievement of objectives and those which are not being addressed adequately at the line management level
  • Develop the Succession Planning framework. Identify key positions in the organisation in conjunction with General Managers and prepare a succession plan to improve organizational capability.
  • Conducts annual Manpower Review; Ensure annual manpower budgeting exercise is conducted accurately and efficiently.
  • Manage the Job Evaluation exercise as and when needed.
  • Define a fair, equitable and competitive total compensation package and ensure that compensation practices are in compliance with current legislation and the Company’s pay philosophy.
  • Keep abreast of industry compensation levels and recommend changes
  • Prepare Monthly Payroll inputs for Review by People, Leadership and Transformation Manager
  • Explain and provide information on employee benefits, programs and education
  • Manage the leave, payroll and benefits portfolio (group health, gratuity etc.)
  • Assist in projects and research when required.
  • Lead continuous development initiatives, working collaboratively with other leads within the department
  • Work with the relevant Lead to ensure 100% accuracy and completion of performance management reviews
  • Work with the relevant Lead to implement and execute training plans
  • Performs other related duties as assigned.

Qualifications & Experience:

  • Master’s in Human Resource Management or similar post graduate qualification
  • Bachelor's degree in Human Resource Management, Business Administration or equivalent qualification
  • A minimum of five (5) years’ progressive experience in a Human Resource Management environment with exposure to compensation and benefits
  • Two (2) years’ experience at a Supervisory level in the Human Resource department will be considered an asset
  • A combination of education, training or experience that demonstrates the ability to perform the duties of the position.

  

 

LEAD – LEARNING, DEVELOPMENT, & STANDARDIZATION

Summary of Position:

The Lead- Learning, Development & Standardization is responsible for assessing, planning and creating training plans with the aim of improving the competencies and skill sets of the Authority’s employees resulting in high performance and productivity standards. He/she will assess company-wide developmental needs to drive training initiatives and identifies and arranges suitable training solutions for employees. 

Principal Accountabilities:

  • Assess the training needs of the Authority in conjunction with Department Heads and develop an annual training plan to close the gaps identified.
  • Prepare annual training budget for the Authority.
  • Monitor training costs and prepare reports to justify expenditures and account for Return on Investment (ROI).
  • Establish training programs and oversee all training requirements and certification validity with due regard to requirements under all management systems as well as competency needs across departments.  
  • Implement various learning methods Authority-wide (e.g., coaching, job-shadowing, online training etc.).
  • Coordinate the activities of support staff in the People, Leadership & Transformation (PLT) department for training initiatives/projects.
  • Supervise the Training Officer, HR Officer, and the HR Assistant assigned to the Learning, Development & Standardization Team ensuring high standards of performance.
  • Liaise with external service providers for the provision of consulting assignments, training courses etc.
  • Monitor the effectiveness of Training across all areas of the Authority with an accurate system for monitoring and tracking training logs and training matrices.
  • Facilitate training by providing necessary education and materials to line management and employees – workshops, manuals, handbooks, multimedia visual aids and other educational material.
  • Develop testing and evaluation procedures. Evaluate instructor performance and the effectiveness of training programs, providing recommendations for improvement
  • Coordinate established courses with technical and professional courses provided by tertiary institutions and designate training as required.
  • Build sustainable relationships with Training Partners.
  • Develop training sessions for stakeholders of the Authority.
  • Ensure proper management of training records.
  • Supervise Training Officer and Human Resource Officer.
  • Perform any other duties as may be required to successfully achieve this job function.

Qualifications & Experience:

  • Master’s in Human Resource Management or similar post graduate qualification
  • Bachelor’s degree in Business Management, Human Resource Management, Education or a Social Science
  • Train the Trainer Certification
  • A minimum of five (5) years progressive experience in Human Resource Management experience with significant exposure to developing and implementing Training Plans and Processes
  • Two (2) years’ experience at a Supervisory level in the Human Resource department will be considered an asset

LEAD – TALENT ACQUISITION & DEVELOPMENT

Summary of Position:

The Lead - Talent Acquisition and Development will develop and deploy long-term sustainable recruiting strategies, establishing best in class recruiting processes, pipeline maintenance, channel management and strategic partnerships.  He/ she will lead the performance management function and will ensure all reviews are completed in keeping with the Authority’s policies and procedures.

Principal Accountabilities:

  • Partners with managers and supervisors to identify and determine recruiting needs to include the knowledge, skills, ability, and other qualifications required.
  • Assist with the maintenance of the Application Tracking System by ensuring all activities and movement through the different stages of the workflow process are completed timely including (not limited to); screening, dispositioning and hiring candidates in the system
  • Work with the team to coordinate sourcing events (onsite, externally and via social media platforms) geared towards building the candidate pool
  • Effectively deliver talent acquisition and performance management initiatives for the organisation in keeping with set policies and performance standards.
  • Drives continuous improvement through trend reporting analysis and metrics management.
  • Ensures effective and efficient utilization of assigned resources, towards achieving operational goals and standards, as well as budgetary compliance.
  • Ensure the delivery of accurate and timely operational and other reports, with a view to supporting effective data analysis and decision making.
  • Participate in organization job design, create and update job descriptions and assist in manpower planning
  • Assist with the department’s successful operation by continuously evaluating processes and suggesting improvements where necessary
  • Supervise the Performance Management Officer, HR Officer, and the HR Assistant assigned to the Talent Acquisition & Development Team ensuring high standards of performance.

  • Develop and maintain relationships with Recruitment Firms. Outsource recruitment as needed.
  • Develop and update recruitment metrics, produce regular and ad hoc reports, interpret and review data, applying findings to the ongoing recruitment strategy.
  • Serve as owner and expert of all recruitment and performance management processes, technology and practices.
  • Research and propose changes and additions to current recruitment and performance management, processes, technology and practices.
  • Conduct New Employee Human Resource Management Orientation sessions.
  • Supervise the onboarding process.
  • Performs other related duties as assigned.

Qualifications & Experience:

  • Master’s in Human Resource Management or similar post graduate qualification
  • Bachelor’s degree in Human Resources, Business Management or related field
  • Minimum
  • A minimum of five (5) years progressive experience in Human Resource Management experience with significant exposure to talent acquisition and performance management
  • Two (2) years’ experience at a Supervisory level in the Human Resource department will be considered an asset
