Manager, Marketing, Communications & Public Relations

To develop, implement and manage an effective Marketing, Communication and Public Relations programme to support the Executive Director and the Organization in promoting the role and functions of the National Education Trust (NET) as the Agency through which the Government is advancing its policies of seeking funding to provide adequate facilities, improve infrastructure, enhance teaching capacity and modernize the education sector with new initiatives.

KEY AREAS OF RESPONSIBILITY

Technical / Professional Responsibilities

  • Develop mechanisms to respond to media requests/queries in a manner which will consistently project a positive image of NET and properly address the issues arising.
  • Monitor social, economic and political trends that may have an adverse or positive effect on NET regarding the education sector and develops strategies to capitalize on opportunities and mitigate any negative impact on NET.
  • Develop/review and documents policies and procedures to guide the communications and public relations’ processes relating to the operations ofNET, ensuring compliance with GoJ and professional standards, and mitigating any negative impact on the organization.
  • Manage the administration of the Access to Information Act, ensuring compliance with the guidelines and regulations for persons/bodies seeking information concerning NET.
  • Develop and implement appropriate mechanisms to measure and evaluate service delivery of the NET and makes recommendations to address issues or problems identified.
  • Collaborate with external consultants (where necessary) or the MIS Unit in the management of the website; coordinate the provision of content materials ensuring information is current, accurate and complete.
    • Prepare speeches, briefs, position papers, etc. and arranges interviews and other forms of external communication for the NET, undertaking appropriate research to ensure accuracy and relevance of information provided.
    • Collaborate with the Donor & Partnership Management Unit to develop strategies and plans for promoting the needs of the educational sector among targeted and current donors, including bilateral donor agencies, endowment partners, and members of the Diaspora etc.
    • Assist with organizing seminars, public forums etc. as necessary to advance and promote the programmes and projects of NET.
    • Manage and coordinates the development of public education programmes to ensure that the public/stakeholders are kept abreast of the activities and successes of NET.
    • Coordinate, in conjunction with the Infrastructure Management Unit, preconstruction meetings with schools as well as ensure lines of communication are kept open to facilitate smooth project implementation.
    • Establish mechanisms to monitor the print and electronic media and prepare timely responses to issues that are relevant to NET.
    • Ensure record is maintained of news items related to NET.
    • Collaborate with senior staff of NET to develop appropriate internal communication strategies for staff.
    • Plan and execute formal and informal functions and other public relations events with donors/financiers/stakeholders on behalf of NET, coordinating all the required logistics ensuring that the goals and objectives are achieved.
    • Plan and implement marketing programmes designed to promote NET locally and internationally.

Management/Administrative Responsibilities

  • Provide advice to the Executive Director (ED) and senior management team on issues of communication and public relations strategies and methodologies which best suit the goals and objectives to be achieved.
  • Collaborate with the ED and Unit Heads to develop, execute and implement marketing, communications and public relations strategies and plans which promote and enhance the programmes and projects of NET and monitor for effectiveness.
  • Foster teamwork, a harmonious working environment and promotes collaborative working relations
  • Promote the building of institutional knowledge for the section by ensuring that established systems and procedures are documented and disseminated.
  • Represent NET at meetings and other fora as required.
  • Prepare and submit monthly/quarterly and other periodic reports on all projects/activities undertaken.

Human Resource Responsibilities

  • Manage the performance of the section and its staff, including transferring skills, motivating staff through coaching and mentoring, arranging for training, setting performance targets, monitoring performance, providing feedback to staff, and initiating corrective action where necessary to improve performance.
  • Conduct performance appraisals of staff supervised at required intervals
  • Participate in the recruitment and selection of staff, and recommends movement when appropriate.
  • Recommend vacation leave and approves sick and departmental leave for staff in the section, and participates in the administration of staff benefits in keeping with established human resource policies.
  • Recommend/administer disciplinary action in keeping with established human resource policies.
  • Conducts monthly and other ad hoc staff meetings as required.
  • Ensures that staff adheres to the policies and procedures of the NET.
  • Makes representation on behalf of staff to ensure provision of adequate and appropriate resources to enable them to undertake their duties effectively and efficiently.
  • Ensure Staff are effectively managed.
    • Perform any other related duties and responsibilities assigned by the ED.

MINIMUM REQUIRED QUALIFICATION AND EXPERIENCE

  • Master’s Degree in Communications, Marketing or equivalent
  • At least five (5) years working experience as a marketing, communications or public relations practitioner, at least two (2) of which should be at a senior level.
  • Required to possess a valid Driver’s License and a reliable motor vehicle

SPECIAL CONDITIONS

  • Required to travel locally and internationally
Salary Range: JA$ 5,597,715.00 -7,528,,304 per annum
