Building Management System Implementation (BMS) Consultant/Firm

PROJECT NAME: Building Management System Implementation for University College of the Cayman Islands (UCCI) 

PROJECT LOCATION:Cayman Islands (Grand Cayman) 

PROJECT DURATION:Three (3) months (September 2023 – November 2023) 

IMPLEMENTATION PARTNERS: University College of the Cayman Islands (UCCI), Resilience, Sustainable Energy and Marine Biodiversity (RESEMBID). 

DONOR: Resilience, Sustainable Energy and Marine Biodiversity Programme (RESEMBID)   

BACKGROUND INFORMATION: RESEMBID funds 12-month program aiding Caribbean OCTs' sustainable development, including Cayman Islands. UCCI to exemplify sustainable campus, boost environmental education. Shift to sustainable energy crucial in Caribbean, UCCI aims to lead. UCCI's plan: responsible resource use, renewable energy adoption. 

OBJECTIVE: The objective of this procurement is to identify a qualified bidder for the design, supply, installation, and maintenance of an advanced energy, air, and water monitoring system for the university campus. 

 

CONTEXT: The BMS Implementation Consultant's goal is to promote sustainability in a university by setting up a new monitoring system for energy, air, and water. This system will be placed throughout the campus and connected to an online platform. Through real-time data collection and analysis, it will provide a better understanding of how the university uses and manages these resources. The document explains the project's goals, scope, what will be delivered, who is involved, and the expected results.

 

PRIMARY OBJECTIVES OF PROJECT: 

  • Implement a state-of-the-art system of energy, air, and water monitors throughout the university campus. 
  • Develop and deploy an advanced online software platform that efficiently collects, processes, and analyzes data from the monitoring devices. 
  • Provide real-time visibility and comprehensive insights into the university's energy and water resource utilization. 
  • Drive sustainable practices and foster environmental consciousness among the university community. 
  • Identify areas of inefficiency and recommend targeted interventions for improved resource management. 
  • Establish a robust framework for ongoing monitoring, evaluation, and continuous improvement of sustainability practices within the university. 

PROJECT SCOPE: The BMS Implementation Consultant's responsibilities include, but are not limited to, the following: 

  • Conducting a comprehensive assessment of university facilities to determine optimal locations for installing monitoring devices. 
  • Procuring and installing advanced/smart monitoring devices to measure energy consumption, air quality, and water usage. 
  • Developing an online platform for data collection, analysis, and visualization.
  • Designing user-friendly interfaces for real-time data access and sustainability promotion. 
  • Providing training to enhance sustainability awareness among university staff and students. 
  • Establishing protocols for data management, privacy, and security. 
  • Implementing a robust monitoring and evaluation framework to assess sustainability impact. 

 

The BMS Implementation Consultant's responsibilities also include the following: 

  • Review the completed ASHRAE Level 2 Audit of UCCI's existing building systems and infrastructure to identify integration points for the BMS
  • Collaborate with UCCI's project team and external vendors to design and develop a customized Building Management System that addresses UCCI's specific needs and requirements. 
  • Develop a comprehensive BMS implementation plan, including milestones, timelines, resource allocation, and procurement needs. 
  • Oversee the installation and integration of BMS components with existing building systems, ensuring seamless communication and operation. 
  • Oversee the implementation data monitoring and collection devices for the BMS to facilitate real-time analysis of energy consumption and system performance (i.e. Smart meters for electrical, water and air monitors) 
  • Coordinate testing and commissioning of the BMS to validate its functionality and effectiveness in controlling and optimizing building systems. 
  • Provide training to UCCI personnel on BMS operation, maintenance, and troubleshooting procedures. 
  • Establish a system for ongoing monitoring, analysis, and adjustment of the BMS to ensure continued energy efficiency and operational effectiveness. 

 

PROJECT DELIVERABLES: The project will be led by the BMS Implementation Consultant, and deliverables/items should be submitted to the Project Manager and UCCI stakeholders for review and approval. If revisions are necessary, items will be addressed accordingly. The deliverables include: 

  1. Comprehensive BMS implementation plan, including timelines and milestones. 
  2. Detailed design and documentation of the customized Building Management System. 
  3. Successfully integrated and operational Building Management System controlling various building systems. 
  4. Monitoring and data collection mechanisms within the BMS for energy consumption analysis. 
  5. Training materials and sessions for UCCI personnel on BMS operation and maintenance. 
  6. Regular progress reports on BMS implementation, challenges encountered, and adjustments made. 
  7. Final report summarizing the BMS implementation process, lessons learned, and recommendations for future enhancements. 

 

QUALIFICATIONS: The ideal candidate for this position will possess the following qualifications and experience: 

  • Expertise in building management systems, energy management, and automation.
  • Relevant technical degree or equivalent in engineering or systems management.
  • Experience implementing similar Building Management Systems in institutional settings.
  • Strong project management skills for resource and timeline control.
  • Proficiency in diverse BMS software and integration protocols.
  • Excellent written and verbal communication.
  • Familiarity with energy-efficient building practices and sustainable tech.
