Director, Donor & Partnership Management

 

To develop, implement and manage partnership arrangements of public and private stakeholders, nationally, regionally and internationally to obtain financing and donations through philanthropy to resource the education sector in accordance with the education policies of the Ministry of Education & Youth (MoEY).

KEY AREAS OF RESPONSIBILITY

Technical/Professional Responsibilities

  • Develop and execute strategies and plans for identifying and engaging potential donors and development partners to contribute financial and other resources to carry out infrastructure improvements and to equip education facilities across all levels of the education sector in accordance with established GoJ and Board policies.
  • Develop and execute, in collaboration with the Marketing, Communication & Public Relations Manager, strategies and plans to promote the needs of the educational system among targeted donors, including inter alia, bilateral donor agencies, endowment partners, and members of the Diaspora.
  • Develop, implement and manage strategies for on-going interface with existing and potential investors and donors providing opportunities for continuous contact and feedback and advancing the role of NET in improving the educational sector.
  • Lead the development of proposals and project concept papers to targeted local and international institutions and Jamaican associations within the Diaspora, to garner support for identified projects and programmes to support education strategies of the MoEY/GoJ.    
  • Collaborate with the Director, Finance & Accounts and the Legal Affairs & Company Secretary  to identify, design and develop appropriate systems for (a) conducting background checks (including fit and proper) on potential donors, (b) recording donations and, (c) reporting to donors to ensure compliance with local and international regulatory guidelines.
  • Lead the development of a Master Plan of Public Private Partnerships (PPP), in conjunction with the Development Bank of Jamaica and the Ministry of Finance & the Public Service (MoFPS), for education development and advises the Executive Director and the Board of Directors on the enabling environment to facilitate PPP and endowments.
  • Develop and manage the process and strategies, in collaboration with the MoEY, for aligning donations with the critical needs in the education sector to ensure equitable distribution.  
  • Lead the development of a system to manage and coordinate unsolicited donations including volunteerism.
    • Oversees the administration of the donor functions ensuring compliance with Government guidelines and donor agreements.

Management/Administrative Responsibilities

  • Lead the development of the Unit’s operational plans and budgets and annual work plan and development plans; monitor and makes recommendations when necessary changes to enable the Unit’s achievements against established targets.
    • Contribute to the development of NET’s strategic, business and corporate plans and budget as the implementation.
    • Lead the periodic review of policies and procedures manuals to enable the operations of the Unit to remain consistent with industry/professional trends and internal (NET/GoJ) changes and ensures staff adheres to same. 
    • Lead the design of tools and templates to facilitate information gathering and analysis and ensures proper maintenance of such records/files and information repositories including a database of established private donors and needs to support the work of the Unit. 
    • Collaborate with Director, Infrastructure Management and Legal Affairs & Company Secretary to analyses and interpret government policies impact the operations of NET and advise the Executive Director and the Board of Directors on appropriate strategies and actions to be taken to operationalize such policies.
    • Collaborate with Director, Infrastructure Management to develop and implement a mechanism for timely information sharing to facilitate effective internal controls and donor reporting.
      • Prepare routine and special reports as required internally and externally as well as for donors and partners.

HR Responsibilities

  • Provide leadership to staff through effective objective/goal setting, delegation, communication and initiatives that fosters teamwork, a harmonious working environment and promotes collaborative work across units.
  • Provide quality leadership that consistently demonstrates the core values of NET and provide appropriate guidance to the team to facilitate professional and personal development.
  • Collaborate with the Administration & Operations Unit in developing and implementing a succession planning programme to ensure continuity of skills and competencies, professional and personal development and career advancement of employees. 
  • Manage the performance of staff through effective knowledge transfer, coaching, target setting, performance monitoring and timely feedback; ensures agreed performance improvement initiatives are carried out within agreed timelines.
  • Conduct Performance Appraisals exercise for the staff in the Unit as required.
  • Participate in the recruitment and selection of staff and recommends movement where appropriate.
  • Identifies and manages the welfare and development needs of staff and ensures they are provided with adequate and appropriate physical resources to enable them to undertake their duties efficiently and effectively.
  • Ensure that staff adhere to the policies and procedures of the organisation.

  • Understanding of  various models of Public Private Partnerships (PPP) including but not limited to: Design – Build  - Finance – Operate (DBFO), Build – Own – Operate ( BOO), Build – Operate – Transfer (BOT), Build – Own – Operate – Transfer ( BOOT).
  • In-depth knowledge of local and international donor networks, priorities and niche within the funding arena.
  • Proficiency in the use of relevant computer applications.
  • Knowledge of relevant Acts governing the operations of NET and the education system.
  • Knowledge of GoJ procurement law, guidelines and relevant customs regulations and procedures.
  • Sound knowledge of Public Bodies Management and Accountabilities (PBMA) Act, Charities Act, and Financial Administration and Audit (FAA) Act.
  • Knowledge of Know Your Partners (KYP) policies and procedures.
  • Knowledge of Grants Management Systems.
  • Proficient in financial analysis and reporting
  • Understanding of local and international donor networks, priorities and niche within the funding arena.

MINIMUM REQUIRED QUALIFICATION AND EXPERIENCE

  • Master’s Degree in Business Administration, Marketing/Social Marketing, Development, Management or equivalent qualifications.
  • At least Five (5)  year’ working experience in a social marketing environment, or with NGO organizations involved in fund raising from national and international agencies.
  • Possession of a valid Drivers’ License and a reliable Motor Vehicle.

SPECIAL CONDITIONS

  • Required to travel locally and overseas.
  • Required to work under pressure and for extended working hours at times.

 Salary Range: JA$6,820,273 - JA$9,172,509 per annum
