Our Client, Heineken Saint Lucia Ltd., is seeking to fill the position of Procurement Manager. This position is based in Saint Lucia and is open to Caricom nationals.

JOB PURPOSE
Deliver competitive advantage from group deals and local sourcing strategies to the organisation and manage the Procurement team. Ensure compliance of the standard processes, governance and internal controls.

KEY RESPONSIBILITIES
  • Support the Procurement Services Director on the local implementation and execution of the Procurement Policy
  • Lead all contract management activities within the organisation
  • Ensure proper execution of centrally negotiated contracts
  • Innovate and develop sourcing strategies for local spend
  • Support strategy development for specific categories upon request of the buyer
  • Annually set SMART targets for contract managers and buyers, based on guidance from the Finance Director
  • Set plan for Savings Target
  • Ensure availability of Requirements and Conditions prior to tendering Contribute to selected negotiations and supplier selections upon request of the category buyer
  • Ensure availability of specific contract requirements and conditions prior to contracting
  • Ensure contract availability for locally managed spend
  • Lead process ensuring realisation of the contract benefits from full contract compliance through implementation and execution of all Heineken Global Procurement (HGP) and development, implementation of local spend contracts
  • Contract suppliers for managed spend within relevant authority levels on volumes, price, quality, delivery and other conditions, liabilities, responsibilities and service levels. Consult legal where necessary.
  • Implement contract in system and CLM database
  • Enable Purchase to Pay (PtP) process (on item level)
  • Handover of contract-to-contract management team
  • Implement and deliver all contract management activities for spend categories within span of control, including: -
    • Execute supplier development strategy
    • Report under / over allocations, in supporting HGP's effort to optimise volume allocations
    • Manage all variances
    • Optimise cost / value engineering
    • Measure and evaluate supplier performance
  • Settle operational / logistical issues, and administrative claims for managed categories and report claims for Centre Lead Categories HGP
  • Escalate centre lead related issues / claims with commercial impact to HGP
  • Minimise impacts of contract termination by thorough preparation and proper execution
  • Support the New Product Introduction process, in close coordination with the HGP buyer and stakeholders
  • Generate materials required for updating contracts
  • Regularly report financial performance and supplier performance (quality, delivery, service) for purchasing materials and services to the organisation and HGP
  • Manage the operational supplier relationships on a daily basis
  • Develop and implement supplier performance improvements
  • Develop and maintain relationships with key stakeholders in the organisation and HGP
  • Independently manage organisation improvement projects and support global improvement projects
  • Manage the organisation’s Procurement function and staffing (incl. succession planning). Support the Procurement Services Director on career development plans for team members.
  • Manage financial performance of local procurement team and set personal financial targets following the guidelines set by Procurement Services Director
  • Identify capability gaps and develop and lead local improvement plans
  • Support central capability improvement plans
  • Lead the local recruiting plan and process for purchasing
  • Creating the Personal Development Plan, and on this basis working on the development targets formulated in this plan throughout the year
  • Accountable for managing data management and issues within the OpCo – will escalate issues and requirements where necessary
  • Maintain responsibility as Domain Expert for data management within specific domain / category / OpCo
  • Establish business requirements for MDM when required
  • Work with data owner in prioritizing requirements
  • Provide in-depth functional knowledge to the data owner
  • Perform data governance role for all raw materials data (Local Data Owner)
  • Perform data governance role for all data (Domain Expert)

EXPERIENCE & QUALIFICATIONS
  • University degree in business, finance, commercial, economic or technical discipline Professional qualifications: CPSM/CPM
  • 4-6 years of experience in Purchasing / Procurement, preferably within a beverages FMCG company

  • Multi-cultural experience through international work placements
  • Strong understanding of Purchasing and Supply Chain

  • Excellent interpersonal skills and relationship building capabilities. Have the ability to quickly form working relationships, gain credibility and influence solutions at a senior level
