Job Summary:

The Procurement Officer is responsible for overseeing and managing the procurement process to ensure the timely and cost-effective acquisition of materials, equipment, and services for projects. This role involves collaborating with project managers and stakeholders, identifying vendor options, negotiating contracts, monitoring orders, and maintaining inventory levels. The Procurement Officer ensures compliance with quality standards, regulations, and budget constraints while maintaining accurate documentation and reporting.

Job Responsibilities:

1. Procurement Planning and Strategy:

  • a. Collaborate with project managers and stakeholders to develop procurement plans and strategies.
  • b. Identify procurement needs and requirements for materials, equipment, and services based on project specifications.
  • c. Conduct market research to identify potential suppliers, products, and pricing.

 2. Vendor Management and Sourcing:

  • a. Identify and evaluate potential vendors and suppliers, ensuring they meet quality, reliability, and pricing criteria.
  • b. Solicit bids, quotations, and proposals from vendors and conduct bid evaluations.
  • c. Negotiate contracts, terms, and conditions with suppliers to secure favorable agreements.

3. Purchase Order Processing:

  • a. Prepare purchase orders and review purchase requisitions for accuracy and completeness.
  • b. Ensure timely processing and approval of purchase orders.
  • c. Coordinate with the finance department to ensure adequate budget allocations for procurement activities.

4. Order Tracking and Logistics:

  • a. Monitor the status of orders, ensuring on-time delivery of materials and equipment to the construction site.
  • b. Address any order delays or discrepancies and implement corrective actions.
  • c. Coordinate with logistics providers to optimize transportation and delivery schedules.

5. Inventory Management:

  • a. Maintain accurate records of inventory levels and stock availability.
  • b. Anticipate inventory needs and replenish stock as required to avoid shortages.
  • c. Implement inventory control measures to prevent wastage or overstocking.

6. Quality and Compliance:

  • a. Ensure that all procured materials and equipment meet the required quality standards and specifications.
  • b. Verify the necessary certifications, licenses, and compliance documents of suppliers.
  • c. Implement proper quality control procedures in the procurement process.

7. Documentation and Reporting:

  • a. Maintain comprehensive procurement documentation, including contracts, purchase orders, and supplier information.
  • b. Prepare regular procurement reports for management and project teams.
  • c. Document any procurement-related issues and resolutions for future reference.

 

Job Requirements:

• Bachelor's degree in supply chain management, business administration, or a related field.

• Proven experience as a Procurement Officer, preferably in construction or industrial projects.

• Strong knowledge of procurement processes, sourcing strategies, and supplier management.

• Familiarity with relevant procurement regulations, laws, and industry standards.

• Excellent negotiation and communication skills to interact with vendors and suppliers.

• Proficiency in procurement software and tools.

• Strong analytical and problem-solving abilities.

• Effective time management and organizational skills to meet procurement deadlines.

• Ability to work independently and as part of a team. • Flexibility to adapt to changing project requirements and procurements needs.

 

Skills/Knowledge/Abilities:
