The HSSE (Health, Safety, Security and Environment) Manager is responsible for the overall management of the HSSE Department while ensuring that all legislative requirements are adhered to within the Group.

JOB SUMMARY 

The HSSE (Health, Safety, Security and Environment) Manager is responsible for the overall management of the HSSE Department while ensuring that all legislative requirements are adhered to within the Group. The Manager will be responsible for the development and implementation of HSSE Policies and Procedures and any other documentation as well as for the inspection and evaluation of all locations and work facilities to ensure full compliance with health and safety laws and regulations, as well as the Company’s policies and procedures.

 

KEY RESPONSIBILITIES:

HSSE Policies and Procedures

  • Develop, maintain and oversee compliance to the HSSE Management System which includes policies and procedures according to established HSSE Standards and OSH Act 2004 and amendment 2006.
  • Communicate all developed and approved policies, procedures, and schedules to all employees. Maintain HSSE policy handbook.
  • Ensure compliance with all HSSE Standard Operating Procedures and recommend action for HSSE breaches.
  • Ensure compliance with the Company’s/ Department’s procedures and policies belonging to the Quality Management System and the Health, Safety & Environmental Management System.
  • Manage all HSSE documentation in use. (Forms include but are not limited to; Orientation Form, Job Hazard Analysis Form, Toolbox Form, Safety Observation Form, Training attendance Form) Ensure all changes are documented in the Management of Change form.

Risk Assessment

  • Manage all Risk Assessments to ensure conformity with the Occupational Safety and Health Act.
  • Oversee Risk Assessment and Job Hazard Analysis (JHA) reviews and for all departments and facilities and submit findings to all department heads, HRM and CEO, providing relevant guidance in this area.
  • Manage approved work plans, (including contractor activities and facilities) safety policies, procedures and systems for the creation and maintenance of safe working conditions and practices, as they relate to the Company’s operations. Reviews approved operations’ policies, procedures and systems and makes appropriate recommendations where necessary.

Accident and Investigation

  • Investigate and report on all accidents to the CEO and HRM Office and assist in the investigation of all accidents/incidents that result in personal injury and substantial damage to sites, equipment, and property.
  • Oversee the accident register and ensure register is updated with all accidents, inclusive of Loss time injury (LTI), Near Misses and First Aid cases.
  • Manage accurate compilation, OSH, Accident and Incident and Compliance Register monthly with the applicable laws and regulations and provide monthly HSSE Report to HRM.
  • Prepare and submit to the Head - Operations, CFO, HRM and Chief Executive Officer accident reports with recommendations within five days of receipt of statements regarding accidents for corrective measures to be taken.
  • Oversee corrective actions log and submit monthly reporting to CEO and HRM for review.
  • Analyze all HSSE statistics, identifying trends for management review. Propose recommendations.

Training, HSSE Plan & Regulatory Visits

  • Manage the Group’s Emergency Response Plans and required activation as and when required. Conduct bi-annual Fire/Evacuation Drills.
  • Develop and manage all HSSE schedules including HSSE Audit and Inspections, Drill Schedule, Training Needs Analysis, Training Matrix and Training Log for approval by the Manager of the specific site location.
  • Implement the HSSE Performance Plan in conjunction with the HRM.
  • Provides guidance and support to departments as to the provisions made for the control and disposal of waste and effluent from the Company’s operations.  Monitors possible environmental impacts, in keeping with national regulatory standards.
  • Ensure that all permit required tasks comply to Group's HSSE Management Systems.
  • Collaborate with Head– Operations and Facilities to ensure that all schedules, Preventative Maintenance Files, Vehicle Files, all other equipment etc. are compliant with the regulatory body’s requirements (OSH, Ministry of Energy and Fire Services Visits).
  • Liaise with all related governmental bodies and regulating agencies and guide the CEO and HRM on all orders issued by OSH inspectors and recommend corrective action related to same.
  • Manage all Occupational Health and Safety testing and/or evaluations of the workplace by external agencies/consultants as may be necessary.

Inspections & Audits

  • In collaboration with Facilities team, manage regular, routine inspections of all facilities at all locations, vehicles, plant equipment, customer files, vehicle reports and all other relevant and critical items to ensure compliance with Health, Safety, and Environmental regulations and report non-adherence to the CEO and HRM on a timely basis with recommendations for appropriate corrective action to be taken.
  • Manage inspections of all locations to assess Personal Protective Equipment (P.P.E.) use and other relevant safety issues (housekeeping, extinguishers, alarms, lighting, safe working practices, etc.) report near misses and address issues, which arise out of these inspections.
  • Manage inspections of all locations to ensure compliance to the Permit to Work requirement together with the Head – Operations, CFO and Plant Management and Warehouse Management team.
  • Ensures that the Group complies with any supply contracts in place and prepares each company for audit by clients/third parties as required.
  • Manage audits as required and submit reports and corrective action to CEO and HRM Office.
  • Oversee the application for inspection of the facilities by TTFS to attain our Fire and life certification for all facilities in conjunction with the Head -Operations, CFO and HRM.
  • Provide guidance to the Crisis Management Team members.
  • Ensure that all non-routine works involving contractors are covered with the necessary HSSE tools (Toolbox talk, JHA, Lift Plan, Certification, etc.) to carry out the work safely and without risk to health and the environment.
  • Identify, investigate, and report on complaints of hazardous working conditions and coordinate registration and removal of hazardous waste.
  • Prepares report (including recommendations) on testing and submits to CEO for review.

Committee Meetings, HSSE Management System & Reporting

  • Lead the Health, Safety and Environment Committee meetings and complete HSSE Toolbox sessions as required.
  • Advise Management on the safety performance of the various departments and recommend appropriate actions to improve performance. Provide the Group with advice, guidance, and realistic options to enable effective delivery of HSSE performance, for all operations undertaken.
  • Monitor the overall HSSE safety program and assist with the identification of the critical HSSE areas.
  • Manage Personal Protective Equipment (PPE) stock and register and manage adherence to all issuance requirements.
  • Manage all equipment certifications.
  • Increase health and safety awareness at all levels within the organization; by providing information in the form of instructions, training and orientation programs to Managers, Supervisors and Employees to ensure the proper implementation of the HSSE Program.
  • Manage the coordination of training of employees in areas of safety, including first aid, CPR, accident prevention and investigation, workplace inspections and other matters related to implementing safety procedures.
  • Ensure the training demands are met respective of Risk Assessment, Safe Systems of Work, Defensive Driving, Emergency Responder, Fire Drills and fire extinguisher training, Handling and storage procedures, Basic safety orientation for new employees and other relevant programs as identified in accordance with the Company’s HSSE Management System.
  • Manage the HSSE Orientation system for direct employees and Subcontractors assigned to the specific location.
  • Ensure that monthly HSSE management reports are completed and distributed within the required time.
  • Maintain a regular assessment program to mitigate against health and safety risk.
  • Maintain systems to improve the awareness and communication of safety performance to the organization to reduce the incidence of LTI’s.
  • Liaise with Departmental Heads on closure of accident files based on report recommendation.
  • Liaise with the Insurance Broker/Insurance Company, third parties as required to ensure closure of all accident files in a timely manner.

Security

  • Develop and implement security policies, protocols, and procedures in relation to HSSE standards.
  • Manage the coordination of security personnel when responding to emergencies and alarms.
  • Review daily reports and command control reports from Security on incidents and breaches and collaborate with HRM for corrective action.
  • Oversee surveillance equipment maintenance schedules and facilitating repairs in a timely manner.
  • Escalate any security breaches to Security Operations, HRM and CEO accordingly.
  • Ensure compliance with company policies and security industry regulations.

Other

  • Assist in monthly/annual stock taking as required.
  • Promote safety awareness and the development of a Safety Culture within the company.
  • Compliance with all Policies
  • Any other duties as required.

EDUCATION AND EXPERIENCE:

  • BSc in Occupational Safety and Health (OSH) and/or Security or any other related discipline
  • Additional Certification in the sphere of HSSE or related areas, including Behavioral Safety Management will be an asset
  • Post-Graduate certificate or MBA will be an asset.
  • Minimum seven (7) years’ experience in a similar managerial position
  • In-depth knowledge of relevant laws and regulations governing HSSE practices
  • In-depth knowledge of the OSH Act, Building Codes and relevant ISO standards and reporting techniques
  • Working knowledge of Manufacturing Industry
  • Certification in First Aid and CPR Certificate, Firefighting and Fire Warden training.
  • Strong interpersonal skills and ability to multi-task.
