The Government of Montserrat is inviting applications from suitably qualified persons for the post of Project Manager - National Hospital Project.

BACKGROUND    

The Government of Montserrat has embarked on the development of a new national hospital to enhance healthcare services and infrastructure on the island. The project, primarily funded by the Foreign, Commonwealth and Development Office (FCDO) Capital Investment Programme for Resilient and Economic Growth (CIPREG), is currently at the end of the detailed design phase, and it is essential to have a skilled and experienced Project Manager to oversee the construction and commissioning phase of the project. The Project Manager will report to the Programme Management Office (PMO) and collaborate closely with the Ministry of Health and Social Services, as well as other departments and agencies involved in the successful completion of the project. This role will work in full coordination and collaboration with the Project Manager for non-infrastructure health service transformation.

 

The Project is estimated to cost in the region of £19-25m GBP and construction is targeted for completion in December 2025. The detailed design is being delivered by UK-based architectural firm, Article 25. The hospital will comprise of two rectangular building wings, connected by a curved link building constructed at the rear of the existing hospital site. The building footprint will be approximately 27,262sqft, and the overall Building Area will be approximately 57,817sqft. 

 

OBJECTIVES

The primary objective of the Project Manager is to ensure the successful management of the construction and handover into operation of the New National Hospital Project. The Project Manager will oversee the construction process while ensuring the continuity and safety of current hospital operations on the existing site. The Project Manager will be responsible for delivering the project within the agreed scope, budget, and timeline, while adhering to quality standards and relevant regulations. Additionally, the Project Manager will be responsible for ensuring the new hospital is fully equipped, commissioned, and operational for staff, patients, and users, so that it ultimately delivers a healthcare facility that enables the benefits sought. This will involve overseeing the transfer of services into the new facility and the decommissioning and demolition of existing hospital buildings.  

 

KEY RESPONSIBILITIES

  • Ensure all project activities are effectively planned, coordinated and delivered from procurement to commissioning.
  • Develop and maintain all project tools and products including a comprehensive, integrated project plan, including key milestones, deliverables, and resource requirements through to the commissioning phase.
  • Engage with stakeholders, including government officials, healthcare professionals, advisory agencies, planning authorities, and the local community, to ensure their requirements and concerns are considered throughout the project.
  • Monitor and control project expenditures, ensuring adherence to the approved budget. 
  • Ensure that all construction activities adhere to relevant designs, specifications, building codes, regulations, and quality standards.
  • Collaborate with the Ministry of Health and Social Services, the PMO and relevant stakeholders to ensure the new hospital is fully equipped, commissioned, and operationally ready.
  • Oversee all project-related procurements, ensuring compliance with procurement regulations and procedures.
  • Create a positive culture of health, safety and environmental compliance for all aspects of the project. 

 

PERSONNEL SPECIFICATIONS

The applicant should possess:-

  • Bachelor's degree in civil engineering, construction management, project management, architecture, or a related field. 
  • Professional certification or training in project management and other relevant fields. 
  • A master's degree would be an asset.
  • Minimum of 7 years of relevant experience in project management, with a focus on construction projects.
  • Proven track record of successfully managing multi-million dollar construction and commissioning projects, preferably in the healthcare sector.
  • Experience with JCT contract form for standard construction with quantities or similar construction contract forms.
  • Experience in the Caribbean or other small island or remote contexts would be a bonus. 
  • Strong project management skills, including planning, coordination, budgeting, and risk management.
  • Excellent communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders and to positively bring the staff, patients and users along the project journey.
  • A proven track record of working with delivery partners (professional advisers,  contractors etc)
  • Ability to manage teams, both internal and external to an organisation, effectively and ensure on time delivery, within budget control, to the desired end quality
  • Sound knowledge of construction and commissioning processes, codes, and regulations.
  • Proficiency in project management tools and software. 
  • Ability to work effectively under pressure and meet tight deadlines.

 

DURATION AND REPORTING    

The Project Manager will be appointed for the duration of the construction phase of the New National Hospital Project, estimated to be three years. The Project Manager will report to the Programme Management Office and provide regular updates on project progress, challenges, and recommendations.

The project has a dedicated project-level steering committee, into which the Project Manager will provide timely and relevant reporting and management information. The Project Manager will collaborate closely with the steering committee, ensuring alignment with project objectives and providing updates on key milestones, risks, and mitigation strategies.

Additionally, the Project Manager will be responsible for supporting project updates and submissions for the Hospital Project at the CIPREG Programme Board. This includes providing comprehensive and accurate information on project progress, budget utilization, and any significant deviations from the plan. The Project Manager will also contribute to the preparation of project updates and presentations for the Montserrat Steering Committee, where applicable.

The Project Manager will play a pivotal role in managing the main construction contract, supporting contracts, and project activities while ensuring the smooth operation of the existing hospital.
