Business Registration Manager


JOB PURPOSE
To administer the creation and regulation of all Business Entities ensuring the proper registration of documents in accordance with the law and Agency policies and procedures.

KEY OUTPUTS
 Business entities registered.
 Charges and Change of Names registered
 Statutory returns and changes registered.
 Accurate and up to date information provided.

PERFORMANCE CRITERIA
 Work volumes, targets, daily, weekly and monthly deadlines are met.
 The operation of the section supports the achievements of the Agency’s objectives.
 Agency policies and procedures are adhered to.
 Confidentiality and integrity are exercised.

WORKING CONDITIONS
Normal Working Hours Monday to Thursday 8:30 – 5:00
Friday 8:30 – 4:00
Work Environment Normal office conditions and required to travel

SPECIAL WORKING CONDITIONS
May be required to work beyond normal working hours.

JOB RESPONSIBILITY
 Directs, monitors and evaluates the performance of staff supervised to meet agreed performance targets and standards.
 Develops and reviews department policies, procedures and systems to meet the Agency goals, objectives and targets.
 Contributes to the development of the corporate plan and budget to ensure the department targets and objectives are reflected.
 Responds to customer’s enquiries and correspondence and delegate follow-up action to appropriate staff.
 Liaises with Investigative Officers and other government Agencies on registration issues.
 Ensures the timely processing of reports and registration documents.
 Examines applications for the registration of business entities, charges and change of names submitted for registration and sign off on relevant certificates.
 Represents the Registrar of Companies in court as required and at meetings, seminars and conferences.
 Signs off correspondence and certified copies and Letters of Good Standing
 Prepares weekly, monthly and quarterly performance reports.
 Undertakes personnel related duties including selection, training, discipline and approval of leave for department staff in accordance with Agency policies and procedures.
 Acts as a technical subject matter expert in registration functions including interpretation of rules, regulations and policy to the public and the legal community.
 Co-ordinates and recommend resolution of legislated issues associated with registration including decisions on matters not covered by the rules, procedures, or legislation.
 Provides timely processing of reports and registration documents.
 Reviews legislations to determine impact on the operation of the agency and make recommendations regarding implementation of passed legislation.
 Performs other related duties as assigned from time to time by the Director of Operations and Deputy Chief Executive Officer.

JOB DIMENSION/AUTHORITY
 Signs off registration documents.
 Takes action in accordance with Agency’s human resource policies and procedures.
 Recommends staff appointments, promotions, transfers and training.
 Approve staff leaves.

QUALIFICATION & EXPERIENCE
 Law Degree
 Certificate in Legal Education.
 Three (3) years related experience including one (1) year at the management level.
OR
 Chartered Secretary Designation
 Five (5) years related experience including two (2) years at the management level.
