Social Development Specialist

The PIOJ is seeking to identify a suitably qualified candidate to fill the position of Social Development Specialist on a fixed term contractual basis.

 

Job Summary

The Social Development Specialist will be responsible for coordinating all activities of the Vision 2030 Jamaica Secretariat within the respective areas of social development towards the implementation, monitoring and evaluation of Vision 2030 Jamaica – National Development Plan (NDP) and the integration of the Sustainable Development Goals (SDGs) within these processes.

 

Core Functions

  • Support the coordination of the implementation of Vision 2030 Jamaica, including the development of each Medium Term Socio-Economic Policy Framework (MTF).
  • Contribute to the strengthening and implementation of the Monitoring and Evaluation (M&E) Framework and Plan for Vision 2030 Jamaica and the SDGs.
  • Prepare periodic and annual reports on implementation and development performance under the social components of the NDP.
  • Liaise with Ministries, Departments and Agencies, (MDAs) and other key stakeholders related to social development, including the private sector and civil society, to strengthen the alignment of strategic plans, budgets and monitoring and evaluation and reporting with the NDP and Medium Term Socio-Economic Policy Framework (MTF).
  • Collaborate with the technical divisions of the PIOJ involved in social development towards the alignment of social and related policies, plans, programmes and projects across government and various sectors with the NDP and MTF.
  • Undertake research and relevant analyses to support evidence- and results- based processes in Plan implementation.

 

Qualification and Experience Required

  • At minimum, a post graduate degree in sociology, social policy, development studies or related area from an accredited/recognized institution
  • Minimum 5 years experience in social policy, research, and analysis
  • Be conversant with the content of the Vision 2030 Jamaica – National Development Plan and successive MTFs
  • Competence in strategic planning, results-based management and/or monitoring and evaluation (M&E)
  • Familiarity with Government of Jamaica and International Development Partner (IDP) procurement guidelines and procedures
  • Proficiency in the use of data analytic tools would also be advantageous
  • Previous experience in the public sector would be a distinct advantage
