JOB DESCRIPTION

JOB TITLE:                Manager Systems Support

DIVISION:                 Information Technology & Records Management

REPORTS TO:           Information Systems Executive

DIRECT REPORTS:  Senior Systems Administrator

 

JOB PURPOSE

The Manager will manage the Information Communications Technology function and ensure continuous operation and cost-efficiency of the Department’s systems, network, database architecture and data security, in order to achieve consistency and reliability of hardware, software, non-system tools, data archiving and disaster recovery management.

 The Manager is expected to provide direction and motivation for the staff of the Information Systems Section, with a view to attaining targets and objectives as directed by the Information Systems Executive and Chief Executive Officer.

JOB RESPONSIBILITY

Management/Administrative Responsibilities

  • Participates in the development of the Section’s operational plan, monitors performance to targets; recommends changes as necessary to facilitate shift in priorities and attainment of established targets. 
  • Contributes to the review of operating policies, procedures and standards to support the delivery of information technology services ensuring they are consistent with best practice and are effectively communicated throughout the Department.
  • Develops and implements various training programmes for users on the use of new operating systems, applications and databases.
  • Oversees the preparation of documents in response to requests for information by the public under the Access to Information Act; liaises with Public Relations Manager as necessary and ensures compliance of responses with the Act.
  • Provides support to the Information Systems Executive in the monitoring and evaluating of objectives in the Section
  • Represents the AGD at meetings, conferences and other fora as required.  

Technical/Professional Responsibilities

  • Oversees the development of the IT strategy ensuring alignment with the Department’s strategic objectives; directs implementation and regularly monitors progress to enable timely return on investments and improved efficiency.
  • Oversees the development and ensures enforcement of policies and procedures for the protection of information technology assets and the integrity, security and privacy of information entrusted to and/or maintained by the Department.
  • Develops policies and procedures to guide the effective management and mitigation of IT related risks.
  • Participates in the development and maintenance of an enterprise-wide business recovery plan to ensure timely and effective restoration of information technology services in the event of a disaster.
  • Monitors and ensures IT systems operate according to internal standards, external accrediting Department standards and legal requirements; ensures adequate and timely resolution to IT issues including identifying training needs and recommending appropriate training programmes; collaborates with HR Division to coordinate the design and delivery of training.
  • Ensures the provision of adequate technical support to end users in their use of the office automation tools and utilities
  • Ensures the conformity with standards and techniques by the staff
  • Ensures the computer hardware is adequately protected and maintained
  • Ensures the communications network is adequately maintained, both internally and externally
  • Evaluates hardware, and makes recommendations for acquisitions that will complement corporate strategic objectives
  • Assigns and optimizes the allocation of computer hardware throughout the Department
  • Manages all projects related to selection, acquisition of hardware, development and installation of information systems for the Department; leads the development and/or implementation of new IT projects ensuring co-ordination with existing projects.
  • Performs database administration and backups as per schedule and monitor database security.
  • Keeps abreast of developments in the Public Sector IT community, identifies opportunities where the Department can leverage such developments and makes representation on behalf of the Department
  • Keeps abreast of trends in information technology and business development and initiates/recommends their adoption where necessary to improve efficiency and productivity within the Department.
  • Provides technical advice to management on information technology matters.

  • Ensures the adherence of staff to established Department and Section policies and procedures
  • Provides leadership, to staff by setting clear work objectives, conducting performance appraisals providing timely feedback, engaging in regular communication and providing support as necessary to enable the effective execution of their responsibilities and the achievement of their objectives.
  • Participates in the implementation of initiatives to promote teamwork and cooperation in the Section and contributes to building an environment which stimulates, motivates and keeps employees highly engaged.
  • Conducts Performance Appraisals and recommends training and other development programmes for immediate reports
  • Undertakes human resource related duties in accordance with Department policies and procedures
  • Performs other related functions required from time to time

  • Established personal and Section targets are consistently achieved
  • All computer systems are performing optimally, and user requests and queries are promptly and adequately dealt with.
  • Support personnel are adequately trained.
  • IT strategy and business recovery plan are in keeping with best industry practice and are aligned with the Department’s strategic objectives
  • IT policies, procedures and standards are in keeping with best industry practice and conducive to operational efficiency 
  • Required reports and other documents are thoroughly and accurately prepared, submitted within the specified time frame and adhere to standard formats.
  • Staff satisfaction and engagement metrics are maintained at established level
  • Internal customer satisfaction rating for the IT Section is maintained at established level
  • Professionalism and integrity are consistently demonstrated in execution of duties

QUALIFICATIONS

  • An undergraduate degree in Computer Studies or Information Technology
  • Certificate in Supervisory Management would be an asset
