The Manager HSSE is responsible for overall management of the HSSE function and department, ensuring the development and implementation of the policies and procedures required for legislative compliance and the most efficient and effective operation of the portfolio.

DUTIES AND RESPONSIBILITIES:

  • Overall Duties:
    • Responsible for the overall management of the HSSE Department i.e., ensuring organizational compliance with all relevant legislation and requirements.
    • Designs, develops and implements appropriate HSSE policies, procedures, and related forms.
    • Coordinates the dissemination of HSSE policies, procedures and ensures the orientation of all contractors, visitors, employees, and vendors.
    • Responsible for ensuring that all relevant signage is installed across all NIPDEC sites.
    • Prepares and submits reports, presentations and other documents as required.
    • Manages the performance and growth of all employees within the department.
    • Prepares and submits reports, presentations and/or notes as required.
  • Security Management:
    • Maintain general oversight of security infrastructure e.g., CCTV System, Guard/Checkpoint System, perimeter fencing and lighting, Biometrics system etc.
    • Ensures Officers and the Security Provider adhere to the outlined scope of works.
    • Conducts investigations of reported breaches, reviewing written incident reports submitted by the Provider and addresses all issues related to reports.
    • Conduct neighborhood background checks for all incoming employees as requested and submit the relevant reports.
    • Ensures the deployment of the appropriate emergency response team, successful address of the situation and the submission and review of the relevant reports. (Emergency situation)
    • Review personnel files for all officers inclusive of substitutes to ensure alignment with the required qualifications, experience, training, medical fitness, drug and alcohol standards and background.
    • Liaise with the Security Provider to ensure all labour shortfalls are immediately rectified and facility operations not affected.
    • Monitors, reviews, and provides record of Officer and Provider performance.
    • Ensure the completion of and conduct reviews of Post/Standing Orders, applicable registers and monthly reports submitted by Officers and the Provider.
    • Manage all communications to and from the Security Provider.
  • Health Safety & Environment:
    • Conducts HSE training as needed i.e., emergency drills, fire and first aid certification etc.
    • Coordinates and ensures routine site inspections are conducted and addresses non-compliance issues appropriately.
    • Coordinates and conducts internal HSSE audits and acts as the liaison for external audits, ensuring organizational compliance.
    • Monitors site activities to ensure adherence to HSSE policies and procedures.
    • Ensures all employees are assigned the relevant PPE in addition to advising of on-site use.
    • Liaise with contractors and vendors to develop and implement collaborative agreements regarding safe operating procedures.
    • Conduct workplace accident/incident investigations as required.
    • Perform any other related duties as may be assigned.

 

QUALIFICATIONS AND EXPERIENCE:

  • Undergraduate Degree in Security Administration/Occupational Safety and Health (OSH) or any other related field.
  • Minimum of ten (10) years’ experience in a similar position, five (5) of which should be at a senior/managerial level.
  • Precepted or holder of a Firearm User License will be an asset.
  • Police Certificate of Character.
  • Any equivalent combination of qualifications and experience.

 

Special Skills and Knowledge:

  • In-depth knowledge of the principles of protecting property and persons and preventing, detecting, and investigating irregularities such as theft and damage.
  • In-depth knowledge of relevant laws and regulations governing HSSE practices on large construction projects – regionally and locally.
  • In-depth knowledge of the OSH Act and applicable Building Codes.
  • Experience in managing security personnel and managing contracted security providers.
  • Experience in managing HSE personnel, contractors and vendors.
  • Proficient in the use and understanding of HSSE related technologies e.g., CCTV, Biometric systems, Checkpoint systems etc.
  • Excellent written, verbal communication and interpersonal skills.
  • Ability to use Firearms and physically capable of defending himself and others.
