Under the general supervision of the Manager, Human Resources & Administration, the Senior Human Resource Officer is responsible for the overall management and development of human resources within the Tourism Enhancement Fund.
Salary Range: $3,501,526.00 - $4,709,163.00
KEY RESPONSIBILITY AREAS
Management / Administrative Responsibilities
- Collaborate regarding the HR Plan and ensures its alignment to the strategic objectives of the Tourism Enhancement Fund; ensures that all relevant stakeholders including senior and line managers are actively and sufficiently engaged in the development of the HR plan; review the plan periodically to determine its continued relevance and the success of its implementation with consultation from relevant stakeholders;
- Conducts periodic comprehensive and focused audits of the HR role to include the assessment of the effectiveness of existing practices and examines the interrelations of activities within the TEF;
- Provides appropriate technical advice to the Director/Manager – Human Resource Management and other members of the Senior Management team, on Human Resource Planning, Management and Development issues to foster harmonious relations among stakeholders in the tourism sector;
- Networks with Human Resource Management, Organizational Development and Performance Management, practitioners in the public and private sectors to keep abreast of ongoing and new development in the field and to encourage self-development;
- Represents the TEF at local meetings; conferences and other functions as required.
Technical / Professional Responsibilities
- Develop a strategic workforce plan which at a minimum profiles existing employees, predicts turnover rate and projects the TEF’s current and future staffing needs; ensures the appropriate linkages exist between the workforce plan and the annual training plan; reviews the plan periodically to determine its continued relevance in consultation with all relevant stakeholders including senior and line managers;
- Assist in overseeing the production and analysis of reports from the HRMIS such as demographic profiles to determine levels of attrition through separation, retirement and resignations in particular oversee the generation of information to respond to request from the Ministry of Finance and Public Service and other stakeholders from time to time;
- Develops and implement a succession policy and plan for the TEF to ensure continuity of and to build key and critical competencies including executive leadership in collaboration with line managers and other members of the TEF;
- Ensures the policy framework and their attendant strategies are supported by the organizational structure; makes recommendations to changes to the organizational structure as dictated by the operational direction of the TEF;
- Assist with liaising with the Ministry of Finance and the Public Service regarding the implementation of revisions to the organizational structure and staffing arrangements;
- Assist with the administration of the performance management programmes to ensure effectiveness, compliance and equity within the TEF;
- Manages the administration of the recruitment, selection, promotion, retirement, training, discipline and leave policies;
- Ensures that staff is properly oriented and socialized into the culture of the organization;
- Assist with the development and administration of employee relations strategies and practices necessary to establish a positive employer-employee relationship, fosters a culture of cooperation, fairness and mutual respect and promote a high level of employee morale;
- Assist with the administration of staff welfare programmes ensuring effectiveness and equity;
Human Resource Responsibilities
- Assist with monitoring the day-to-day HR operations of the TEF to ensure the effective management of all inputs, and that goals and objectives are being met;
- Assist with the evaluation of staff performance to ensure work output is consistent with work plan;
- Collaborate to ensure the development and welfare of staff through the effective use of PMAS and make recommendations for training and career development where necessary.
- Assist with providing leadership and guidance to staff through effective planning, delegation, communication, training, mentoring and coaching;
- Ensure staff are aware of and adhere to the policies, procedures and regulations of the TEF;
- Ensure the records of vacation leave, sick leave and department leave for staff; and participate in the administration of staff benefits in keeping with the established human resource policies;
Other Responsibilities
Performs any other duties relevant to the work of the TEF and Department or that may be reasonably assigned.

- Normal office conditions;
- Occasional exposure to unpleasant physical conditions;
- Required to work beyond normal working hours for lengthy periods whenever the need arise;
- Travel locally and internationally whenever the need arise;
- Possession of a valid Driver’s Licence and a reliable motor vehicle
MINIMUM REQUIRED QUALIFICATION AND EDUCATIONAL REQUIREMENTS
- Bachelor of Science Degree in Human Resource Management or equivalent qualification;
- Three (3) years related experience, Two (2) of which should be at the supervisory level.
REQUIRED COMPETENCIES
- Ability to communicate effectively in writing and orally;
- Good human relations and interpersonal skill
- Strong knowledge of the government’s Human Resource Management policies and procedures;
- Sound knowledge of Government’s regulations an procedures;
- Knowledge of the operations of government;
- Expertise in programme planning, implementation and evaluation;
- Ability to analyse and interpret the labour market trends nationally and internationally
