Senior Investigator

About the FSC:

The Financial Services Commission (FSC) is an integrated Financial Services regulator. Our mission is to regulate and supervise the Securities, Insurance and Private Pensions industries for the protection of their users thereby enhancing public confidence through the efforts of a competent workforce.

The FSC has an immediate opening for the position of Senior Investigator (Contract).

Position Summary:

The Senior Investigator is responsible for assistance in the delivery of an investigation and enforcement program to determine the existence of non-compliance with the FSC Act and all other related Acts and Regulations that regulate institutions and individuals within Jamaica’s financial industry.

Key Responsibilities:

  • Provide the Senior Director of Investigation & Enforcement with written reports of findings and recommendations and comments on investigations; and, to provide briefs to be used by the Attorney General's staff in conducting trials or hearings to advance prosecution.
  • Recommend enforcement actions for breaches.
  • Conduct sensitive inquiries as directed by the Executive Director of the FSC or the relevant Minister.
  • Conduct thorough investigation/research to prepare credible evidence.
  • Supervise Investigators’ drafting of investigation reports, investigative approaches, and interviewing of financial crime perpetrators and applicants for FSC licensing or registration.
  • Provide the public information and/or technical staff with resource material to support their public education programs on compliance standards, the legislation, and code of conduct in the industry.
  • Review the internal and external written work of Investigators.
  • Ensure that investigatory interviews are conducted in accordance with legal standards admissible of evidence.
  • Prepare complex reports of investigation and internal and external communications.
  • Operate in a sensitive position and diplomatically represent the FSC at meetings between potential accused, legal counsel, members of the financial community and other persons in senior levels of both the public and private sector. 
  • Evaluate the likely major impacts of investigations on the reputation of Jamaica as a regulated business environment and advise the FSC on how to proceed to minimize systemic risk.

Education, Knowledge and Skills:

  • A Master’s Degree or Professional Level Certification in disciplines such as: Business Administration, Finance, Compliance and Risk management, Law, Accounting or Auditing or a related field.
  • Knowledge of Insurance, Private Pension and Securities Laws; AML/CFT laws; and the Protected Disclosures Act and subsidiary regulations
  • Knowledge of FSC’s operational procedures, including but not limited to registration and licensing of individuals and entities, reporting requirements etc.
  • Significant knowledge of the regulated industries’ best practices and standards relating to matters such as motor vehicle claims, pension plan administration, investment disclosure requirements etc.
