VACANCY
Applications are invited from suitably qualified persons to fill the following position at the North-Central Regional Health Authority (NCRHA):
MANAGER, EMPLOYEE SERVICES AND INDUSTRIAL RELATIONS
The incumbent will be responsible for providing the Authority with prompt and effective services in all precedent and incidental matters associated to its relationships with the employees and their representative unions/associations concerning terms and conditions of employment
Main Responsibilities:
- Analyses the Authority’s Mission, corporate philosophies and business plans to determine strategies, objectives, and plans for the effective fulfilment of its Industrial Relations Imperatives.
- Establishes and maintains effective links with Industrial Relations regulatory agencies, e.g. the Ministry of Labour, the Industrial Court, etc; to ensure that the Authority’s objectives, policies, procedure, etc. comply with the principles, ongoing expectations and practices already established by these bodies.
- Establishes and maintains productive sharing relationships with other corporations in the health sector and the community at large to ensure that the Authority’s Industrial Relations practices reflect the norms at all times.
- Evaluates the Authority’s salaries, benefits and operational conditions of employment and make recommendations to the General Manager, Human Resources to sustain ongoing effectiveness.
- Negotiates agreements with the various unions for and on the behalf of the Authority and represents the Authority in all forums dealing with matters accordingly.
- Monitors the implementation of the Authority’s Industrial Relations Agreement to ensure the consistency of application, equity, fair play and justice.
- Provides departmental managers and supervisors with advice and guidance concerning the management of industrial relations matters in their respective departments.
- Provides relevant suggestions and solutions in terms of employee relations to support the Authority’s strategic goals and objectives.
- Provides responsive and high quality support, training and advice to all clients of the organisation.
- Provides systematic reporting and analysis on employee/industrial relations on a regular basis.
- Addresses all third stage grievances on matters concerning terms and conditions of employment.
- Evaluates the performance of subordinate staff and recommend accordingly.
- Ensures that there is effective communication between Management, Employees and Employee Representative Bodies.
- Performs other related duties as directed by the organisational relationship.
Minimum Qualifications, Training and Experience:
- Bachelor Degree in Management or Social Sciences.
- Postgraduate training in Industrial Relations theory and Practice.
- Minimum of five (5) years practice in Human Resource Management, which must be in sub-functions of Industrial Relations.
- Strong management, communication, negotiation and interpersonal skills.
Certificates acquired at foreign universities MUST be supported by certified transcripts as well as evidence that the completed programme is accredited in Trinidad and Tobago.
