LEGAL OFFICER

(Kingston) - Contracted

Job Purpose:

Under the supervision and directives of the Senior Manager, Legal Services and Sales, the Legal Officer is responsible to advise and represent the Agency on all legal matters through prudent management of the legislative programme, ensuring consistent and just applications of the law. The role also prepares contracts and reviews contract data prepared by the Procurement Department; assists the Department in handling legal conveyance activities; conducts legal research and prepares legal memoranda; prepares court documents; assists the Department in handling litigation matters.

Key Responsibilities:

The incumbent will have the responsibility to:

Administrative:

·Participate in the development of the Department’s plans.
·Contribute to the development of the Individual Work Plan.
·Provide legal opinion and advice on legal matters affecting the Agency.
·Assist the Senior Manager to develop and implement standards of operating procedures in compliance with government regulations.
·Assist with the preparation of Reports.
·Promotes awareness of external quality assurance standards, and policies to ensure breaches are dealt with objectively and timely.
·Plan and coordinate legal conveyancing activities of the Team.
·Based on the Senior Manager’s approval, facilitate the release of information for audits or requests under the Access to Information Act.
·Liaises/Consults with other Departments and stakeholders regarding legal
·matters/issues.
·Attend Agency and committee meetings, as necessary.
·Represent the Agency at meetings, conferences, and/or events as required.

Technical:

·Represent the Agency as it relates to legal matters.
·Draft legal documents for transferring land, procurement of parent titles, mortgage documents, agreements, declarations, and affidavits.
·Prepare documents for replacement of lost titles.
·Assist the Senior Conveyance Officer in making applications for splinter titles.
·Create, review, and amend all contracts and legal documents (contracts for sale, promissory notes, guarantees, etc.) and advises on the legal implications of proposed clauses in contracts being negotiated with a view to securing the most favourable terms and protecting the Agency from prejudicial terms of contract.
·Monitor and meticulously review legal work being handled by external attorneys.
·Handle litigation matters as required, prepare requisite briefs, instruct the company’s attorneys, appearing in chambers and/or in court as necessary to represent HAJ.
·Meet regularly and participate in meetings with internal and external clients to ensure customer satisfaction with services provided by members of the department and the HAJ.
·Conduct regular evaluations of supervisee/s and make objective recommendations for improvement.
·Maintains clear communication with departments to keep abreast of developments in work-related areas.
·Responsible to handle all conveyancing activities specific to individual projects when assigned.
§Assist in the preparation of applications for the modification of restrictive covenants.
Minimum Required Qualification and Experience:
·Law Degree from a University recognized by the Council of Legal Education
·Legal Education Certification awarded by the Council of Legal Education
·Practicing Certificate issued by the General Legal Council
·Three (3) years’ experience in a similar work environment
·Meticulous understanding of the legal and regulatory requirements of the housing development industry.
