Job Title: Programme Manager
Reports to (title): Director, Residential Mental Health Facility
Portfolio/Ministry: Ministry of Health & Wellness
1. JOB PURPOSE
- The post holder is responsible for overseeing, coordinating and developing evidence based programmes to support the individualised needs of residents diagnosed with mental health disorders and special needs.
2. DIMENSIONS
- As a new facility, the role will require setting up initial processes and procedures to effectively carry out the role. Programmes will need to be designed to accommodate a range of skill levels and interests to ensure all residents are able to participate and contribute in their own way.
- The role is pivotal in ensuring that the Residential Mental Health Facility (RMHF) provides ongoing programme supports and risk management. The facility will have an evidence based, client-centered approach to the programme and care plan and the post holder will ensure a multi-disciplinary clinical team works collaboratively with the resident, their primary healthcare provider, their family, friends, community and other partner organisations.
- It will also be the responsibility of the post holder to facilitate partnerships with other stakeholders and service providers to ensure the quality of programmes and training meets the needs of the residents and is within best practice standards.
- The budget is to be determined in consultation with the Director.
3. PRINCIPAL ACCOUNTABILITIES
Program Development
- Develop the programme vision and strategic plan for the RMHF daily living skills and supported workshops and participate in the development of the strategic plan for the facility as a whole to ensure alignment;
- Continuously monitor resident and community needs, develop appropriate programmes to effectively address these issues, and ensure their delivery in a timely and efficient manner;
- Develop training programmes to further upskill employees in response to programme changes;
- Develop grant proposals to facilitate the provision of services that would otherwise go unaddressed due to shortfalls in funding;
- Collaborate with partner agencies, monitor the needs of the community, adjust and enhance programme as needed to meet the identified gaps in service;
- Facilitate programme team meetings to ensure effective communication across the team, and to provide opportunity for professional growth through programme development and enhancements;
- Develop reporting requirements to ensure accurate record keeping;
- Directly observe programme delivery to ensure quality assurance of programme delivery against established standards.
Leadership and Management
- Orient new employees to their role, ensuring that they are fully cognizant of the policies and procedures that are required for resident care and completion of administrative duties;
- Monitor performance to ensure satisfactory delivery of programme delivery;
- Direct supervisory and management responsibility for 6-8 programme delivery staff within the RMHF, including training, learning and development, performance management and implementation of performance agreements and assessments;
- Maintain positive stakeholder relationships internally and externally;
- Ensure accurate record keeping;
- Oversee programme risk management practices bringing to the Director’s attention concerns;
- Develop and control deadlines, budgets and activities;
- Participate as a member of the management team for the facility at meetings, events etc.
- Represent the RMHF by promoting strong and effective linkages between other community partner agencies.

- Perform other relevant duties as may be requested from time to time by the Director.
5. BACKGROUND INFORMATION
- The Ministry is primarily concerned with the Health and Wellness outcomes desired by Government, and delivers interventions to achieve these. The core ministry team’s main responsibilities are:
i. provision of policy advice and support to the Ministry and Cabinet; and
ii. accountability for the output and ownership performance of the Ministry, including its departments and units.
- The Ministry is responsible for a number of departments, units and statutory authorities, and provides them with a wide range of direction (policy) and assistance. These entities include: Department of Health Regulatory Services; Department of Environmental Health; Department of Counselling Services; Mosquito Research & Control Unit; Health Services Authority; The National Drug Council and the Residential Mental Health Facility.
- In the subjects for which it has responsibility, the Ministry provides policy guidance, obtains funding and other resources to provide an evolving range of services, and consults and cooperates with other Ministries and their Departments to achieve best practice in legislation, and in policy formulation and implementation. The Ministry answers to the Parliament for the fulfilment of its responsibilities.
- The Residential Mental Health Facility (RMHF) located on Grand Cayman, will form a part of the continuum of mental health services in the Cayman Islands. A multidisciplinary team will be responsible for providing services to all clients of the programme which operates 24 hours per day, 365 days per year, other than in exceptional circumstances. The RMHF will offer residents/residents medical and social supervision in a therapeutic environment.
- The Programme will provide specialized and intensive long-term/short to medium term tertiary level assessment, treatment stabilization, and rehabilitation for adults with severe and persistent mental illness in a therapeutic community environment; to enable local residents to transition back into the community. Provision will also be made for residents needing longer-term tertiary care.
- The post-holder works largely as a member of a team, whether in assisting subordinate staff to carry out their duties or in discussion with colleagues in the office or a subordinate agency, to arrive at solutions to problems or to plan strategies for action.
6. PERSON SPECIFICATION
- Bachelor’s degree in Vocational Training, Occupational Therapy or associated psychology degree.
- High level of clinical knowledge for awareness of what programmes/activities are appropriate for residents with depression, anxiety, addiction, bipolar, schizophrenia, or other disorders.
- A minimum of three (3) years prior supervisory experience managing a multi-disciplinary team who have
- 3-5 years’ experience leading and developing client centred mental health programmes.
- Evidence of (or eligibility for) licensure, certification or registration with regulatory body within the current jurisdiction of practice or training.
- Prior experience delivering training/in-services to staff to improve performance and skill development.
- Demonstrated ability to create and run programming.
- Prior experience developing protocols for residential treatment programmes.
- Excellent communication skills are required, both oral and written.
- Proficiency in computer applications software including Microsoft Office and reporting software.
7. ASSIGNMENT AND PLANNING OF WORK
- The post holder will have significant autonomy in the performance of their duties, as identified as Principle Accountabilities in this job description. However, regular consultation with the Director and Clinical Manager as well as other managers within the Facility will be required to ensure the seamless delivery of effective program support to the residents of the Facility.
8. SUPERVISION OF OTHERS
- The post holder is responsible for the supervision of Programme staff at the RMHF.
9. OTHER WORKING RELATIONSHIPS
- The Programme Manager is a member of the facility’s management team. The post-holder will work collaboratively with the clinical staff and managers of the various sub units to ensure that high quality programme oversight, supervision, standards or care, and strategic direction are provided.
- The post requires frequent interaction with the Clinical Manager, and other multidisciplinary medical professionals in order to appropriately manage shared residents’ needs.
- Additionally, the post holder will be in frequent contact with:
i. Family members of residents
ii. Primary medical staff of residents
iii. The Ministry of Health and Wellness staff
iv. Department of Counselling Services
v. Partner agencies
10. DECISION MAKING AUTHORITY AND CONTROLS
- The post holder will consult with the Director on programme and non-routine matters; however, he/she is expected to work independently within the guidelines of this job description and the Policies and Procedures Manual of RMHF.
11. PROBLEMS/KEY FEATURES
- Residents may present to the facility in crisis or under duress. This requires staff to exercise their duty of care with confidence, consistency, and professionalism.
- Further this requires staff to recognize and safely respond to disruptive and threatening behaviour before a crisis incident occurs. In addition, if behaviour does escalate to violence, having the critical skills to maintain the safety of everyone involved is essential.
- Professional integrity, confidentiality regarding information being handled, and sensitivity to the special needs of residents are requirements of the position.
- The breadth of issues which residents present requires a high degree of programme sophistication of the post holder in order to assist the RMHF staff when they experience difficulty in their work. Additionally, the post holder is responsible for supervising staff with different levels of experience and skill sets.
- Programme staff must practice from a strong ethical base, as within a small community such as the Cayman Islands many challenges exist in developing and maintaining appropriate boundaries with residents, and ensuring a high degree of confidentiality that is necessary in this field.
- Post holder must be able to work on multiple tasks simultaneously, and give clear direction and supervision to the staff.
12. WORKING CONDITIONS
- The position requires flexibility in working hours as the facility functions on a 24 hour basis and issues can arise at any time, including evenings and weekends. An ability to periodically work under pressure to produce results is required.
- As a member of the residential treatment team, the post-holder is considered an Essential Services worker, and must be willing and able to support the continuity of resident care while under extreme weather warnings such as those issued during Tropical Storms and Hurricanes, and follow directions issued by the Director in keeping with the Department’s Continuity of Operations plans.
- This position will be based in East End, Grand Cayman in a newly built facility with occasional travel to other locations to carry out duties. Overseas travel may also be necessary.
