Risk Manager

The Students’ Loan Bureau (SLB) invites applications from suitably qualified persons for the following position:

 

Risk Manager (Grade 2)

The incumbent is responsible for management of the Bureau’s risk management function by developing and performing on-going review of enterprise-wide risk management policies and practices with a view to adding value to the Bureau.  This individual is also responsible for promulgating risk management strategies and enabling the operation of risk management guidelines for the Bureau’s approach to identifying, classifying, assessing, reporting, mitigating, and managing credit and enterprise-wide risk.

 

Scope of Responsibilities

  1. Develops and reviews risk management policies and practices and enables the operation of risk management guidelines for the organization-wide approach to identifying, classifying, assessing, reporting, mitigating, and managing risk.
  2. Conducts risk assessments to identify potential risks involved and controls necessary for the Bureau’s processes across all departments with the aim of mitigating, monitoring, and managing these risks.
  3. Evaluates the Bureau’s areas of risk, (internal and external) comparing estimated risks with established criteria such as costs, legal requirements, and environmental factors.
  4. Establishes and quantifies the Bureau’s 'risk appetite', i.e., the level risk that is acceptable.
  5. Developing strategies to measure, systematically track, record and report risk exposure (frequency, severity, and other relevant information).
  6. Manages the portfolio performance by enhancing key analytics and strategy and ensuring that the portfolio risk quantification processes are thoroughly tested.
  7. Produces appropriate reports on a daily, weekly, monthly basis to different stakeholders such as the board of directors so they understand the most significant risks, to heads of department to ensure they are aware of risks relevant to their parts of the business and to individuals to understand their accountability for individual risks.
  8. Devises reports and reporting mechanisms for providing senior management with an ongoing update regarding any changes in risk profile.
  9. Provides appropriate risk control and risk financing methods and risk management tools to treat identifiable risks.
  10. Provides advice and guidance to all staff in identifying monitoring key risks.
  11. Provides support, education, and training to staff to build risk awareness within the Bureau.

 

Qualifications and Experience

  • Bachelor’s Degree in Risk Management or
  • Bachelor’s Degree in a quantitative discipline (Mathematics, Actuarial Science, Statistics, Economics)
  • Three (3) years related working experience.

 

Professional certification in Risk Management would be an asset.

 

Specific Knowledge Required

  • Expert knowledge of credit risk measurement and management would be essential.
  • Knowledge of
    • principles and practices of risk management activities such as risk identification/reduction, loss control, asset protection, employee safety
    • Research methodology, techniques, practices and procedures
  • Sound knowledge of general risk and compliance concepts
  • Working knowledge of statistical analysis to collaborate on risk measurements.
  • Knowledge of the Bureau’s operational policies, regulations and practices

 

Skills, Behaviours and Competencies Required

  • Ability to conceptualize and demonstrate a high degree of original and creative thinking with limited reliance on precedence.
  • Strong technical, analytical and research skills; in depth of risk analytics and various analytical tools used in portfolio management.
  • Strong written and oral communication skills to
    • present findings/information concisely while retaining accuracy and clarity for the targeted audience.
    • interact and work effectively and cooperatively with all levels of staff and all departments.
    • prepare accurate, timely and relevant reports.
  • Results oriented with an eye for detail; ability to multi-task, manage multiple priorities and operate within a dynamic environment.
  • High level of confidentiality and integrity
  • Excellent management and interpersonal skills
  • Proficiency in the use of computer application software including Microsoft Office (Word, Excel, PowerPoint) and Projects  
  • Methodical, businesslike, meticulous, honest, self-assured, and self-motivated

 

Remuneration Package

  • Basic Salary               $5,597,715.00 - $7,528,304.00 p.a.
