Safety and Compliance Officer

The BVI Health Services Authority (a client-centered healthcare organization) invites qualified and professional applicants for the position of Safety nd Compliance Officer. Responsible for protecting workers' safety and overall well-being by minimizing hazardous conditions within the workplace. The Safety and Compliance Officer is responsible for ensuring the safety of working environments through inspecting buildings or field operations; training staff in technical compliance procedures, and/or ensuring the safe use and disposal of hazardous chemical or biological material. The Safety and Compliance Officer is responsible for developing procedures to ensure that the facilities and work procedures comply with the laws, policies and procedures that regulate one of several safety compliance specialties. Specialties include industrial hygiene, air quality, fire safety, biological safety, chemical safety, and hazardous waste disposal.

PRIMARY DUTIES & RESPONSIBILITIES (included but not limited to):

 

Safety Management Systems & Hazardous Materials Management

1. Develops policies, codes, safety standards, and procedures that become part of the BVIHSA operational policies.

2. Conducts job hazard analysis to determine the following: specific job hazards associated with each job function, training requirements for each job function, and determine proper safety equipment and personal protective equipment required for each job function.

3. Performs accident investigations and reporting for occupational safety accidents, on-the-job injuries, and other safety-related complaints to determine accident cause, contributing factors, and corrective action to prevent recurrence.

4. Compiles, analyzes, and interprets accident statistical data and prepares reports to communicate such information.

5. Develops methods of identifying hazards and evaluates systems operations or process by performing hazard analysis.

6. Provides advice and counsel to management concerning applicable laws, codes, regulations, and standards.

7. Advises and directs staff on safety regulations and compliance issues.

8. Conducts monthly facility safety inspections to detect existing or potential hazards and works with supervisors and managers to direct corrective or preventative measures.

9. Monitors air quality for the presence of hazardous chemicals or organisms and designs mitigation and procedures.

10. Reviews construction plans for fire code compliance. Conducts evacuation drills.

11. Performs construction site inspections and produce reports with recommendations and monitor feedback from construction company representatives, Project Managers and Clients

12. Carry out contractor inductions and assist in the completion of on-site contractor monitoring reports

13. Plans and administers operating division safety committees by chairing monthly safety committee meetings, developing meeting agendas, writing meeting minutes, and conducting follow-up on safety-related issues by tracking, reporting, and resolving.

14. Develops and conducts safety training classes for personnel throughout the BVIHSA which includes all levels of employees

PRIMARY DUTIES & RESPONSIBILITIES (included but not limited to):

 

Security Liaison

15. Is the focal point of contact for the security contractor regarding logistics and activities between the BVIHSA and the Contracted Service

16. Coordinates orientation program for Security contractor to BVIHSA processes including physical security requirements

17. Receives reports from Security Supervisors/Shift Leads on any occurrences that may impact safety, and security, in addition to performance issues of Security Officers

18. Facilitates and coordinates mandatory trainings for Security Contractor in collaboration with relevant personnel

19. Evaluates Key Performance Indicators for the performance of the Security contractor and provides feedback to contract owner.

 

Minimum Requirements:

Educational/Training Requirements:

v  Bachelor's degree in Safety or related field with advanced technical education in related areas.

OR

v  A Bachelor's degree in Industrial Safety or Occupational Safety and Health and two years of professional level Occupational Safety and Health programme experience.

OR

v  An Associate's degree in Industrial safety or Occupational Safety and Health and four years of Industrial Safety programme experience (at least two years must be professional level Occupational Safety and Health program experience).

OR

v  Six years of Industrial Safety programme experience (at least two years must be professional level Occupational Safety and Health programme

 

Licenses/Certifications:

v  Certified Safety Professional or ability to obtain within one year

v  A valid driver's license

Skills

v  Strong research and analytical skills - to conduct and interpret trend analysis data.

v  Strong technical report writing skills. Attention to details, ensuring strict accuracy in work

Minimum Requirements:

 

Knowledge

v  Fire, building, and life safety codes.

v  Proper use of safety equipment and current trends in personal protective equipment.

v  Accident investigation process.

v  Current techniques and methods used in the hazard analysis process.

v  Current occupational safety and industrial hygiene standards.

v  Construction safety principles and regulations.

v  Microsoft Office and presentation software as well as in internet and email use

Abilities

v  To maintain confidentiality and safeguarding sensitive material.

v   To efficiently manage time and workload, which includes planning, prioritizing, organizing, and following-through on a variety of tasks, assignments, projects, and reports and meet deadlines?

v   To use prudent judgment and problem solving skills to make decisions and recommendations.

v   To communicate with tact and diplomacy, both orally.

v   To conduct oral presentations, relaying technical information in understandable terms.

v   To read and interpret technical information and contracts.

v   To conduct standard safety audits and document findings

Physical Demands

v  Ability to work a flexible schedule to include working evenings and weekends as required.

v  May stand for long periods of time, walk over uneven surfaces, climb using ladders and stairs and bend and stoop.

Work Environment

Exposed to any and all physical/environmental safety and health conditions.

May come in contact with accident victims, their family members, and witnesses

 

SALARY: Commensurate with qualifications and experience.
