HUMAN RESOURCE OFFICER

Project STAR is a partnership led by the Private Sector Organization Jamaica 

(PSOJ) with key collaborators such as the Jamaica Constabulary Force (JCF) the 

Council for Voluntary Social Services (CVSS), Violence Prevention Alliance (VPA) 

among others. This partnership initiative is a social transformation and renewal effort  

aimed at creating safer, more resilient communities across Jamaica with reduced 

levels of violence. Known as Project STAR, this initiative will run for 5 years and 

target 10 to 20 of the most violence producing communities through effective 

partnerships, data driven problem solving, accurate and timely reporting, and 

accountable systems of oversight and governance.   

  

Crime continues to be a main public safety issue for Jamaicans and a significant 

threat to the country’s human and economic development. In 2021, there were 

approximately 53.5 homicides per 100,000, a significant increase compared to 2020 

and 2019 when 46.5 and 47.4 homicides respectively were registered per 100,000 

population. 

 

In response to this continuing threat, the PSOJ has made a commitment to leverage 

its network and, alongside the JCF, will deliver a strategic and targeted intervention 

aimed at transforming some of Jamaica’s most violent communities.   

 

Through effective partnerships, data driven problem solving and decision making, 

accurate and timely reporting, and accountable systems of oversight and 

governance, Project STAR will seek to create safer, more resilient communities with 

reduced levels of violent crime. This outcome will be achieved by meeting three key 

objectives:  

  I.       Mainstreaming approaches to community development which are inclusive, 

rigorous and integrated; 

 II.       Creating communities which are safer and more resilient with improved social 

outcomes and reduced levels of violence; and 

 III.      Ensuring Project wide Stakeholders are more purposeful, better informed & 

equipped for contributions to transformational change. 

 

Project STAR will be funded through a blended financing approach, mobilizing funds 

through corporate donors (cash and kind), listing on the JSSE, crowdfunding locally 

andoverseas and multi-lateral funding. There may also be opportunities to explore 

new forms of social financing such as performance-based financing. It is important to 

note that based on the design of Project STAR, funding sourced would require 

flexibility activities as the project itself requires adaptability based on ongoing 

monitoring and findings.  

 

HR Officer Job Description

A Human Resources (HR) Officer plays a vital role in managing various aspects of an organization's human resources functions; responsibilities include:

 Recruitment and Selection: Developing and implementing effective recruitment strategies to attract and hire qualified candidates. This involves creating job descriptions, advertising vacancies, screening resumes, conducting interviews, and coordinating the selection process.

 Employee Onboarding: Assisting in the onboarding process of new employees by conducting orientation programs, explaining company policies and procedures, and ensuring necessary paperwork is completed.

 Employee Relations: Maintaining positive employee relations by addressing or appropriately escalating employee queries, concerns, and grievances to promote a harmonious work environment.

 Performance Management: Assisting in the performance management process, including ensuring timely completion and documentation of appraisals, and ensuring the alignment of performance evaluations with set performance goals.

 Training and Development: Identifying training needs within the organization and coordinating training programs to enhance employee skills and knowledge. This includes arranging workshops, seminars, and other learning opportunities.

 Compensation and Benefits: Assisting with the administration of compensation and benefits programmes, such as benefits review and enrolment, providing notices of salary advice to Finance, and ensuring compliance with relevant laws and regulations.

 HR Policies and Procedures: Developing, implementing and safekeeping HR policies and procedures to ensure compliance with labour laws, industry regulations, and company requirements. Updating and communicating policies as necessary.

 HR Administration: Maintaining accurate employee records, managing leave, preparing HR reports, and handling HR-related correspondence.

 Employee Engagement: Promoting and coordinating employee engagement initiatives, organizing team-building activities, and developing programmes to recognise employee achievements.

 Other Projects: Willingness to participate in other initiatives and activities of the Project Team, including coordinating and sitting on Committees, and offering suggestions for process improvements.

  Bachelor's degree in human resources, business administration, or a related field is preferred. A minimum of two (2) years’ experience in HR is required. Strong interpersonal and communication skills, attention to detail, and the ability to work effectively in a team are essential for success in this role. Proficiency in Microsoft Office or Google Suite is also essential. Knowledge of labour laws, HR best practices, and systems is required. Maintaining strict confidentiality and handling sensitive employee information with discretion is a non-negotiable expectation for this role.
