JOB SUMMARY:

The Managing Director will provide leadership, management, supervision, evaluation, coordination and direction of all special education programs and services to the impacted students, parents and community stakeholders at the Special Education Needs Centers under the remit of the Ministry of Education. 

 

Responsibilities include strategic professional development, creating and managing budgets, monitoring compliance and supporting equitable evidence-based practices and programming for academic growth and achievement, social-emotional learning, and behavior management within a multi-tiered system of supports framework.

 

TASKS AND RESPONSIBILITIES:

  1. Lead on the development, implementation and maintenance of special education programs and services designed to meet the needs of eligible students, parents and other applicable stakeholders as directed by the Special Needs Policy and strategic directives from the Ministry of Education.
  2. Provide leadership and vision to ensure continuous organizational departmental and improvement.
  3. Lead the development and implementation of the Unit’s Business Plan which will reflect departmental objectives, strategies, resource allocations, operational plan as well as monitoring and evaluation mechanisms to deliver on the Special Education Needs Policy and other strategic imperatives.
  4. Provide sound technical advice and proposals as required that reflects the relevant legislation, government guidance, research, sector policies and guidelines as well local needs assessment and demands.
  5. Manage the collaboration of a multi-disciplinary team of specialists, professionals and other administrators to develop and maintain curriculum standards, mission statements, and to set performance goals and objectives for the special education programs and services and implement the required change management processes.
  6. Organize, and direct a multi-disciplinary team of specialists, professionals and support staff in the development, implementation and monitoring of Individual Evaluation Plans (IEPs).
  7. Manage the Special Education referral process, oversee the conduct of student assessments, collaborate with specialist team to make recommendations regarding placement and program management for individuals.
  8. Promote equality for students and families through the way that services are delivered. Ensure that rigorous equality impact assessments are undertaken, as required, for plans and service development.
  9. Keep informed of current curricular and educational trends and practices, as well as proposed legislation impacting the special education program, and inform the Permanent Secretary of significant developments in these areas and the consequential changes that must be implemented.
  10. Ensure that all practices by the Department are legal and ethical for each student/family so that each student has the opportunity to achieve at a high level to their fullest potential.
  11. Lead, motivate and manage assigned staff by creating a supportive and conducive environment where individuals achieve excellence in service delivery.
  12. Conduct fiscal planning activities to include forecasting anticipated revenue, expenditures, and needs to ensure sound financial operations.
  13. Represent the school, and keep abreast of community services and resources; develops partnerships with parents, businesses/organizations and other agencies in order to build awareness, develop support and share resources. 
  14. Confer periodically with professional and lay groups and transmit to the Ministry suggestions/recommendations gained from such discussions/interactions.
  15. Manages special education complaints for the purpose of providing required services
  16. Collect and analyse data, regulatory information, and data on demographic trends to forecast enrollment patterns and curriculum change needs.
  17. Liaise with the HRMD about staffing needs and recruitment
  18. Supervise and appraise staff in accordance with establish procedures
  19. Discipline staff where and when necessary
  20. Coordinate training for SES staff, school administrators and teachers
  21. Address routine correspondences
  22. Perform any other duties as directed by the Permanent Secretary

QUALIFICATIONS & EXPERIENCE:

  • Masters Degree in Special Education, Psychology or a closely related field or equivalent;
  • Doctorate degree is highly desirable
  • Knowledge of Special Need conditions is desirable
  • Special Education Needs Teaching experience is preferred

 

 

  • This position requires a minimum of five (5) years of comprehensive, progressive and directly related working experience in the field of special education needs and disabilities or a closely related field to respond effectively to the challenges of the job;
  • Three (3) years post graduate experience functioning at an Executive/Strategic level in the area of special education needs or similar field.

 

SALARY: $63,792.64 per annum plus allowances

For persons recruited outside of the Turks & Caicos Islands a two-year extendable contract is offered. Other benefits in addition to basic salary include a Housing Allowance, End-of contract gratuity of 6%, return passages for a family of up to two children under the age of 18 years, freight cost and duty exemption on personal effects imported within six months of the appointment.
