JOB SUMMARY:

 

This senior-level management position involves overseeing the planning, development, and implementation of policies and programs related to Energy, Water, Sewerage and Petroleum sectors. It also involves assisting with providing regulatory oversight and strategic direction of the abovementioned sectors to ensure appropriate conduct and conformity to established industry codes, standards and practices. The Deputy Commissioner is also required to assist with the management of the Department’s daily operations and staff.

 

KEY DUTIES AND RESPONSIBILITIES:

  • Develop and implement regulatory policies related to the energy, water, sewerage and petroleum sectors, in accordance with the laws and regulations.
  • Lead the development of new regulatory initiatives and programs related to the energy, water, sewerage and petroleum sectors, and working with staff to implement these programs effectively.
  • Provide oversight and guidance to utilities within the Turks and Caicos Islands ensuring the delivery of safe, reliable, and cost-effective services.
  • Monitor the performance of utilities within the Turks and Caicos Islands, ensuring that companies comply with the regulations.
  • Develop and implement plans to increase the use of renewable energy sources, such as wind and solar power, and promoting energy efficiency and conservation measures.
  • Conduct research and analysis to identify trends and best practices within the various sectors, and using this information to inform policy and program development.
  • Assist the Commissioner in planning and coordinating projects related to the EUD, ensuring that projects are completed on time, within budget, and to the required standards.
  • Manage and supervise staff in the Energy and Utilities Department (EUD), ensuring that all work is performed efficiently and effectively.
  • Collaborate with other departments and agencies to ensure that energy, water, sewerage and petroleum policies are integrated with broader environmental and sustainability goals.
  • Represent the department in meetings with stakeholders, community groups, and industry representatives, and communicating effectively with the public about the EUD.
  • Respond to inquiries and complaints from the public related to the energy, water, sewerage and petroleum sectors and working to resolve issues quickly and effectively.

 

 

QUALIFICATIONS AND EXPERIENCE

  • A Bachelor's or Master's degree in Engineering, Environmental Science, Public Administration, or a related field is required.
  • At least seven (7) years of relevant experience in energy, water, sewerage and/or petroleum sectors, with at least five (5) at the senior management level to acquire the necessary competencies to respond effectively to the challenges of the functions.

 

Additional requirements:

  • Strong understanding of energy, water, sewerage and/or fuel regulations, policies, and technologies.
  • Leadership, communication, and interpersonal skills, and the ability to work collaboratively with a wide range of stakeholders.
  • Analytical and problem-solving skills, with the ability to develop and implement innovative solutions to complex regulatory issues.

 

 

SALARY:      Grade 9.1 - $63,792.64 per annum
