PROJECT NAME: Renewable Energy and Sustainable Development Training for The University College of the Cayman Islands (RES-07-CAY)

PROJECT LOCATION: Cayman Islands (Grand Cayman)

PROJECT DURATION: Four (4) months (May 1st, 2023 – August 30th, 2023)

IMPLEMENTATION PARTNERS: University College of the Cayman Islands (UCCI), Resilience, Sustainable Energy and Marine Biodiversity (RESEMBID).

VISION & MISSION: The University College of the Cayman Islands (UCCI) aims to provide higher learning that contributes to the Cayman Islands and global societies by advancing knowledge and developing innovative graduates through educational, cultural, and social institutions activities. Through its strategic partnership with RESEMBID, it will be supported in this mission by creating sustainable human development efforts in Resilience, Sustainable Energy, and Marine Biodiversity.

 

BACKGROUND INFORMATION: RESEMBID has committed to funding a 12-months programme that supports the sustainable human development efforts of the Caribbean Overseas Countries and Territories (OCTs), which includes the Cayman Islands. The University College of the Cayman Islands intends to serve as a model of a sustainable campus and will improve public environmental education and awareness in sustainability.

The conversion from traditional energy sources to sustainable energy and conservation management is a pressing issue throughout the Caribbean. UCCI wishes to position itself as a key player in leading the change.

UCCI will move toward leading sustainability efforts in the region by developing a sustainability plan with the expected outcome of responsible resource consumption and improved use of renewable energy technologies among the campus and its students. The project outputs would be:

  • A Comprehensive Environmental Sustainability Plan (CESP), including an American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE) level 2 energy audit.
  • The introduction of energy efficiency measures in 5 buildings on the campus, including Sir Vassel Hall.
  • A max installed 150 kw DC solar array is established for Sir Vassel Hall, which also acts as a hurricane shelter.
  • The UCCI campus is established as a Living laboratory, monitoring energy and environmental parameters, including air, water, and energy.
  • Students’ and the capacity of the public in sustainable energy knowledge and environmentally friendly practices and methodologies is provided.

 

PROJECT SCOPE:

The University College of the Cayman Islands (UCCI) is planning to purchase a maximum 150 KW DC solar array to upgrade Sir Vassel Hall to enhance its function as a hurricane/disaster shelter. The project aims to ensure that access to power, is made available during emergencies and to incorporate the need for renewable energy generation on the campus as well as the monitoring of consumption of electricity produced by the array.

 

PROJECT DELIVERABLES:

The project aims to achieve the following objectives, taking into consideration the applicable building codes in the Cayman Islands:

  • Purchase and install a maximum 150 KW DC solar array to upgrade Sir Vassel Hall to function as a hurricane/disaster shelter in accordance with the applicable building codes.
  • Ensure the installed solar infrastructure is resilient and can withstand a minimum of Category 4 wind speeds in accordance with the applicable building codes.
  • Ensure the structural integrity of the building is maintained throughout the project in accordance with the applicable building codes.
  • Incorporate the need for renewable energy generation on the campus in accordance with the applicable building codes.
  • Monitor the consumption of electricity produced by the solar array in accordance with the applicable building codes.

 

QUALIFICATIONS:

The vendor must have the following qualifications:

  • Minimum of 5 years of experience in the installation of solar arrays, with a focus on large-scale commercial installations.
  • Experience in installing solar arrays in hurricane-prone areas and should provide evidence of such installations.
  • Registered and licensed to operate in the Cayman Islands and should provide proof of such registration and licensing.
  • Good track record of completing similar projects on time and within budget.
  • Appropriate insurance coverage, including general liability and workers' compensation insurance.
  • Provide references from at least three similar projects completed in the last three years, including contact information for the references.

 

PROJECT TIMELINE:

The project is expected to be completed within four (4) months from the date of awarding the contract.

 

PROPOSAL REQUIREMENTS: The proposal should include the following:

  • Detailed project plan that includes timelines, budgets, and resource requirements.
  • Technical specifications for the solar array in accordance with the applicable building codes.
  • Procurement plan and process documentation.
  • Installation of the solar array completed in accordance with the technical specifications and required quality standards in accordance with the applicable building codes.
  • Monitoring system for tracking the consumption of electricity produced by the solar array in accordance with the applicable building codes.
