The East Port of Spain Development Company (EPOS) is seeking to hire a MANAGER TECHNICAL SERVICES. EPOS is a Special Purpose State Enterprise established by the Government of the Republic of Trinidad and Tobago and charged with the responsibility to improve the physical infrastructure in East Port of Spain. 

Details of the position: 

Job Summary                                                            

Develops the company’s technical strategy and oversees the conceptualization and development of integrated plans and strategies for urban regeneration. Provides technical guidance and quality assurance for the planning and execution of projects and the optimal use of technology to support the achievement of strategic goals.

Key Duties                                                                 

Supervisory/Management:

  • Contributes to the development and review of the corporate strategy and budget.
  • Directs the establishment of goals, priorities, and performance standards to align functional areas to strategic requirements, ensuring the optimal use of resources, and effective management of risks.
  • Establishes/reviews and enforces corporate policies, systems, and processes to enable proper corporate governance, operational effectiveness, and business continuity.
  • Leads the development of annual work plans. Monitors execution and resolves major problems to ensure delivery of targeted strategic and operational outcomes.
  • Fosters collaboration. Mentors and coaches staff to support individual and team performance.
  • Administers HR policies for staffing, leave, training and development, performance, and disciplinary action, as required.
  • Provides overall policy direction and technical guidance for the formulation of comprehensive, integrated plans for the sustainable redevelopment and regeneration of East Port of Spain.
  • Directs the execution of research, investigations, and analysis of technical issues; presents findings and recommendations for the consideration of the Executive and Board of Directors.
Functional
  • Provides portfolio management oversight, in conjunction with the CSDO. Contributes to the preparation of proposals to secure approval for project designs and funding mechanisms.
  • Represents the company at negotiations, technical meetings, conferences, and other public and private fora to forge strategic partnerships, garner support for projects, and build goodwill.
  • Oversees the detail design and execution of infrastructural projects and technical works.
  • Evaluates project performance against goals and take necessary action to address deviations and minimise variance, project delays and cost overruns, and avoid failures.
  • Ensures the availability of appropriate technology and systems to facilitate the safe, agile, and efficient execution of work across the organization.
                             
                                 

Qualifications & Experience

  • Graduate Degree in Urban Planning, Engineering, or related discipline.
  • Professional Certification in Project Management.
  • 8-10 years’ qualified experience with a minimum of 5 years’ managing complex projects.

 

Knowledge & Skills

  • Applied knowledge of principles, methodologies, tools, and techniques for sustainable urban development, project planning, project management, construction, and risk management.
  • Comprehensive knowledge of legislation and statutory requirements relevant to urban planning, construction, HSE and procurement.
  • Ability to read and interpret technical drawings, blueprints, maps, and geospatial data.
  • Knowledge of industry and business trends, and the ability to assess strategic implications.
  • Applied knowledge of negotiation, mediation, and conflict-resolution methods and tactics.
  • Excellent aptitude for critical thinking, problem-solving, and analysis.
  • Ability to use emotional intelligence to lead and motivate others and influence positive outcomes.
