PROJECT:                         Defining A Post-Covid-19 Resilient Recovery in the Turks And Caicos Islands: Sustainable Investment in the Future of the Island’s People and Environment.

JOB DESCRIPTION:

The Community Hub Coordinator will be responsible for the coordination of the Community Hub established through the Resilience, Sustainable Energy and Marine Biodiversity Programme (RESEMBID) funded project. The coordinator will sit within DECR to develop and manage the Community Hub that will be central to coordinating delivery of project activities.  The post-holder will coordinate training and professional development opportunities for local people in alternative livelihoods that maintain and enhance natural assets, deliver long-term environmental gains, and build an economy and society that is more resilient to environmental and economic shocks.

The Hub Coordinator will work closely with staff, JNCC project team, stakeholders and partners across the TCI who are both working on, or benefiting from, the project and link project activities to the array of existing programmes in TCI. This position will oversee the organisation and promotion of socio-economic surveys, private sector engagement, development and running of training courses, lead on providing and publishing project updates, and identify opportunities for current and future investment in on-island activities to diversify income activities and ensure environmental sustainability is at the heart of a resilient economic recovery.

The Hub Coordinator, with support from project partners, will provide recommendations for future ways of working to realise and sustain alternative livelihoods, diversify investment opportunities, and identify knowledge requirements and related training support needs. The coordinator will work closely with project staff, third party contractors and project managers to monitor project progress and identify project risks and necessary mitigation measures.

Under the supervision of the Assistant Director of Research & Development for the DECR, the position’s main responsibilities are to:

-        Undertake and manage the Secretariat function for the Project Steering Group.

-        Assist with coordination, dissemination and analysis of socio-economic surveys.

-        Organize training and professional development courses.

-        Act as the point of contact for citizens engaged with the Community Hub and its activities.

-        Manage the Community Hub budget, including financial reporting.

-        Coordinate communications, including social media presence and media engagement.

-        Develop and manage community engagement activities.

-        Produce and coordinate the portfolio of Community Hub activities.

-        Produce monitoring and evaluation reports on a quarterly basis.

-        Develop business cases for long-term financial support for the Community Hub, including Identifying, developing and managing on-going training needs.

-        Proposal writing and other appropriate fund-raising activities to support Community Hub activities

-        Oversee data management and data protection protocols.

-        Assist the Project Manager and Assistant Director as necessary.

-        Adhere to all Turks and Caicos Islands Government Public Service Codes, rules, and regulations.

-        Perform other activities as directed by competent authorities.

REQUIREMENTS

Essential

  • Bachelor’s degree or equivalent work experience in a relevant discipline (e.g., Natural Resource Management, Environmental Economics, Sustainable Development, or other related fields).
  • Experience with working with marginal and/or vulnerable groups in the Caribbean.
  • Experience of developing and implementing training sessions.
  • Proficient in using office applications (MS Word/Excel/PowerPoint) and other web-based management systems.
  • Proven experience of project development and securing funding.
  • Proven experience manging your own work and delivering output to time and budget.
  • Proven experience of stakeholder liaison, or demonstrable equivalent transferrable skills.
  • Excellent communicator, in both written and verbal forms, with highly effective inter-personal skills.
  • Full, valid driving license.

 

Desirable

  • Comprehensive knowledge of sustainable livelihoods in the Caribbean.
  • Previous direct experience of implementing health and safety, equality and diversity, adult and children safeguarding policies.
  • Spanish and Kreyol language skills

 

The assignment is a full-time post until 31 March 2024, based in Providenciales or Grand Turk, but with travel throughout Turks and Caicos.

SALARY: Grade 3: USD $64,411.00

PROJECT SUMMARY:

The global pandemic has demonstrated the fragility of the global economy to unforeseen disruption. The secondary social and economic impacts and repercussions of the Covid-19 pandemic will be far reaching and potentially long-lasting in the TCI.

This project will provide the TCI Government with essential information regarding social and economic effects of the Covid-19 pandemic, identifying how certain societal groups and sectors have been impacted. The project will provide insight into how to address the impacts of the pandemic through economic diversification and investment in natural capital. The proposed Community Hub created through this project will train at least 150 people to consider routes to alternative livelihoods that maintain and enhance natural assets, deliver long-term environmental gains, and build an economy and society that is more resilient to environmental and economic shocks. The project will also provide technical support to find a solution for how the TCI Conservation Fund can be reinstated and be managed and administered again within TCI’s existing financial management framework.

The post holder will work directly with the TCI populace and its industries to assist in defining routes to economic diversification, encouraging greater investment in the environment, and increasing recognition of the interconnectedness between economic resilience, human well-being, and the natural environment.  The post holder will support the TCI community to ‘build back better’.

DECR is mandated to promote protection and sustainable utilization of natural resources throughout the TCI. DECR have put together a team, across the islands, consisting of Assistant Directors, Scientific Officers, Environmental Officers and Conservation Officers; leading the field work and being the key project beneficiary.  This post will work as part of the existing team.
