JOB SUMMARY:

 

This is a senior-level, supervisory post, with national responsibility for the enforcement of all pertinent fisheries and maritime laws in TCI. The Senior Fisheries Officer is expected to take the lead in designing, strategising and implementing standard operating procedures and plans for various enforcement activities and taking appropriate action to ensure the successful outcome of those plans in collaboration with direct supervisor.

The Senior Fisheries Officer, under the Fisheries legislation has the powers of a police officer in the execution of his duty such as arrest or direct the arrest of any suspected person who violates environmental, fisheries and maritime laws of TCI and handling of evidence. The Job Holder may require night surveillance or patrol during the weekends, and holidays such as responding to emergency situations, the apprehension of a poacher vessel, or search and rescue as required. The Job Holder must also have competent seamanship skills necessary to board vessels under potentially dangerous conditions.

The Job Holder is responsible for developing schedules and organising daily activities of Fisheries Officers, whilst also leading officers in field activities, preparation of monthly enforcement reports and ensuring that licenses are up to date.

The job holder is also mandated to monitor, organize and implement the safeguarding and maintenance of all equipment, including boats, vehicles, dive gear and field tools, in addition to participating in all fisheries activities of the FMRM.

The job holder liaises externally with other law enforcement agencies, including Department of Environmental and Coastal Resources, Marine Branch of the Royal Turks and Caicos Island Police Force, Immigration, Office of the Director of Public Prosecution, in addition to the general public.

KEY DUTIES AND RESPONSIBILITIES:

  1. To enforce all pertinent fisheries and maritime laws in TCI.
  2. To implement enforcement plans, strategies and prepare work plans for Fisheries Officers.
  3. To organize and conduct sea and land patrols, restaurant, airport and fish plant inspections and to keep records of all observations and data collected.
  4. To investigate, arrest, charge, and prepare and oversees case files as required for presentation to legal authorities; present evidence in Court, when necessary for infringements under the Fisheries Ordinance and regulations.
  5. To train Fisheries Officers on enforcement and other fisheries related procedures.
  6. To assist in search and rescue operations with other Government Agencies.
  7. Keep records of vessels/vehicles enforcement activities in vessel/vehicle log book.
  8. To assist Scientific Officers in the collection of data as part of the scientific monitoring activities of the Department, when necessary.
  9. To assist Department in activities that promotes environmental/fisheries/Maritime awareness.

10. To prepare monthly enforcement reports and submit to the Assistant Director on all pending cases; boat and foot patrols and others matters pertaining to conditions in the field.

11. To supervise and implement the management and maintenance of the licensing databases for Vessel Registration and Fisheries.

12. To provide the Assistant Director with regular updates as to the performance of supervise staff members.

13. Adhere to all Public Service codes, rules and regulations.

14. To perform other duties assigned by proper authorities.

 


 

QUALIFICATIONS AND EXPERIENCE:

 

Qualifications:             

  • Certificate/Diploma/Associate Degree Level in Fisheries-related field of study.
  • Certification in law enforcement or equivalent.
  • Dive Certification (e.g. PADI)
  • Boatmaster’s License/Certification

 

Experience:                   

The post requires minimum of five (5) years on-the-job experience in law enforcement or related works. Management and fisheries experience is preferred. Preference is given to individuals with extensive experience and expertise operating vessels in law enforcement environments.

 

REMUNERATION PACKAGE:

 

SALARY – Grade 6 $33,415.00 per annum including allowances

* Project is funding from the Blue Belt Programme for 2 years
