SALARY: USD 5,930.35- USD 7,008.59 (€ 5,500 - € 6,500 depending on qualifications, conversion is based on € 1 = $ 1.08 (the required insurance, NIB and NHIP, will be deducted)

PURPOSE OF JOB:
The Project Officer will support the Sustainable Energy Project of the Turks and Caicos Islands under the ReSEMBiD programme entitled Transitioning Towards Green Energy in the Turks and Caicos Islands. The Project Officer will coordinate various activities and tasks to ensure that the goals and objectives of the project are achieved. The project is composed of comprehensive strategic activities to accelerate sustainable energy, increase energy resilience, and support green economic recovery, which include four interlocking objectives, targets strategic pathways in data collection, installation of resilient energy projects & hurricane resilient solar streetlights installations, legislative and financial analysis, energy efficiency standards development, public education, technical training, and market studies to advance the transition and benefit a population of over 44,000 (2020). The objectives are designed to provide collaborative knowledge, data, and practical experience to strengthen TCIG's energy frameworks and capacity to scale sustainable energy long-term.
The project draws technical support from the Clinton Climate Initiative (CCI)and the Sustainable Energy Team of the ReSEMBiD.
TASKS AND RESPONSIBILITIES:
The project officer will perform the following:
1) Work closely with the EUD/MOHAT to ensure that the goals and objectives of the project are achieved, based on the approved project documents (Project Proposal, Logical Framework, Communications & Visibility plan, and Monitoring, Evaluation, Accountability & Learning (MEAL) plan), and strictly adhere to the approved budget and spend in accordance with TCIG and European Union (EU) financial regulations.
2) Lead the solicitation and evaluation of proposals from contractors (including consultants, specialists, hired firms/individuals etc.).
3) Coordinate the activities/tasks of the contractors.
4) Verify and endorse for approval for payments to contractors.
5) Prepare graphical depiction of a project schedule (e.g. Gantt Chart) and ensure that activities are undertaken as planned.
6) Facilitate the conduct of surveys and data collection, analyses and report writing relevant to the project.
7) Work with contractors on the implementation of about 5 resilient energy pilot projects and the installation of 140 solar streetlights.
8) Assist contractors by liaising with local partners and offices on the review of energy legal and regulatory frameworks and conduct renewable energy investment analysis.
9) Help develop and implement community outreach, awareness, and communication strategy to support RE and EE. Consolidate relevant information to be uploaded to the EUD website.
10) Coordinate/facilitate the preparation of brochures, pamphlets, posters, social media postings, press releases, videos, photo documentation that are relevant to the project.
11) Assist the contractors to develop and implement strategies for market transition towards efficient energy-consuming products and appliances.
12) Assist contractors to conduct training programs to build local capacity to support the transition towards EE and RE and enable TCI residents to participate in workforce opportunities and economic diversification.
13) Work with the M&E Specialist to conduct MEAL activities. Keep records of the activities, progress, and challenges. Document (including still photos and video, when possible) project activities.
14) Provide supervision to the Project Assistant.
15) Perform other specific tasks pertinent to the implementation of the project assigned by the Project Manager, who is the Energy and Utilities Commissioner (Acting)/Energy Analyst.

Internal:
The project officer liaises internally with the Energy and Utilities Commissioner, Energy Analyst, Fuel Officer, Permanent Secretary/Deputy Permanent Secretary; Minister, Governor’s Office, the Attorney General Chambers, Department of Planning, Public Works Department, Customs Department, Department of Environment and Coastal Resources and other Government Departments, and Administrative Officer of EUD/MOHAT.
External:
The Project Officer shall liaise externally with the Sustainable Energy Focal Officer of ReSEMBiD, Focal person of Clinton Climate Initiative (CCI), consultants, specialists, contractors, other stakeholders like FortisTCI.
JOB DIMENSIONS:
Supervision received:
The job holder is supervised by the Project Manager (Energy and Utilities Commissioner (Acting)/Energy Analyst) and will receive general direction in terms of key strategic objectives. The Project Manager will receive administrative guidance from the Permanent Secretary and other members of the Steering Committee.
Supervision given:
The job holder provides supervision to the Project Assistant.
Independence of action, authority and decision making:
The Project Officer works closely with the Project Manager and contractors, in accordance with the terms of reference of the project.
Accountability - scope and impact:
The project officer is accountable to the Project Manager in terms of how the planned activities are pursued and achieved, within the prescribed timeframe and budget.
KNOWLEDGE AND SKILLS:
The post holder must possess sound practical knowledge of the safety, health and environmental aspects of renewable energy and project management. The project officer must possess the following:
QUALIFICATIONS and EXPERIENCE:
Qualifications:
The Project Officer must have at least a four-year degree (bachelor’s degree) from an accredited university, preferrably in engineering, environmental sciences, economics, business, or related fields. A Master’s degree or higher academic pursuit is not required but will be an asset.
Experience:
This position requires at least three (3) years of relevant experience in renewable energy project management. The officer must be able to facilitate or coordinate meetings with government officials, and stakeholders.

Hours of work:
The job holder is expected to work a 40-hour week but may be required to work additional hours from time to time to meet the demands of the job.
Physical environment and/or risks associated with the job:
The majority of tasks are performed in an office environment, but the job holder is to be also required to spend significant amounts of time in the field.
Physical demands:
The position is primarily sedentary where the job holder spends most of the time working in the office environment but must be physically fit to carry basic equipment and tools when required to conduct field visits/monitoring works.
