The FSC has an immediate opening for the position of Senior AML Policy Analyst.
Position Summary:
Reporting to the AML Chief Compliance Officer of the AML Unit in the Investigation & Enforcement Division (I&E), the Senior AML Policy Analyst is responsible for the development of policies to reflect any revisions to the Financial Action Task Force (FATF) Recommendations, lead the process for AML/CFT/CPF regulatory reforms, provide training/outreach to registrants/licensees, conduct risk assessments, and provide guidance to the examination team in the preparation of case files.
Key Responsibilities:
- Development of policy papers to reflect significant revisions in the AML/CFT/CPF framework as promulgated by international standards setting bodies such as FATF.
- Reporting on necessary amendments to the FSC’s suite of legislation to ensure compliance with AML/CFT/CPF international requirements.
- Provide instructions for the drafting of amendments to any relevant legislation.
- Plan and deliver annual training to licensees/registrants on relevant AML/CFT/CPF requirements.
- Represent the FSC (locally and internationally) as required on pertinent AML/CFT/CPF matters.
- Respond to queries and correspondence received by the AML Unit.
- Provide timely updates to the Prime Contact Secretariat as required, on the FSC’s status with on-going obligations related to both the FATF and CFATF action items.
- Contribute to the on-going updating of the FSC’s AML/CFT/CPF Guidelines.
- Develop Advisories for dissemination to regulated businesses to address particular relevant issues and to provide advice on emerging trends, typologies etc.
- Conduct risk assessments on the FSC’s new/emerging and current financial sectors.
- Provide guidance to the examination team on the development of case files, including advice on the collation of documents for evidential purposes.
- Represent the FSC on AML/CFT/CPF matters in the courts, including providing statements and affidavits.
Education, Knowledge and Skills:
A minimum of three (3) years’ experience as an AML Specialist
- Degree or equivalent professional qualification in finance, law, accounting or related field
- Excellent knowledge of the Proceeds of Crime Act, the Terrorism Prevention Act, the United Nations Security Council Resolutions Implementation Act and their attendant regulations
- Good understanding of marketplace AML/CFT/CPF issues
- Sound knowledge of the CFATF/FATF Methodologies, Recommendations and mutual evaluation process
