Job Objective

The principle purpose of the Data Governance Officer is to manage, expand and optimize Guardian’s enterprise data assets and the operationalizing of Guardian’s Data Governance and Data Quality policies and procedures to support the organization in our Data Mastery Journey.
 
The Data Governance Officer is responsible for upholding and participating in the organization’s data governance activities, data stewardship activities and have a solid understanding of the data needs. The expected accomplishment is to take the lead in preventing or mitigating data quality issues by identifying frequent user errors and working with business units to strengthen user competence.

This position requires that the incumbent is:

• Able to analyze data issues and make recommendations on its remediation.
• Is able to communicate effectively, both orally and in writing, with internal and external stakeholders and colleagues.
• Is familiar with the principles and practices involved in service delivery.
• Has good technical understanding and the aptitude to remain up to date with platforms used to support Data Governance & Data Quality practices.
• Possesses a general understanding of Insurance Business Processes.
• Is effective and persuasive in both written and oral communication.
• Self-Motivated and enthusiastic about learning processes in Operations.

Job Responsibilities

1. Master Data Management
• Manage, maintain and update master data records, inclusive of matching and merging matched records.
• Ensure trusted golden records are accessible for Enterprise use.
• Identifying errors and data quality issues affecting all records is MDM platform.
• Ensure Quality data flows to downstream functional areas.
• Ensure DQ KPIs are monitored, and issues remediated.
• Identify, remediate, report and assist with resolution of incorrectly matched records.
• Remediating data quality issues and accurately reporting and escalating MDM related errors and issues.
• Drive master data requirements to new and “in-flight” projects.
• Work closely with the business/IT to ensure alignment of master data rules and the operations of the application meet all requirements.

2. Data Stewardship
• Works closely with enterprise data champions (Business Analysts, Data Stewards, Data Custodians etc.) to implement and adopt data policies and processes.
• Partner with and educate Business Process Owners on data concepts including Data Governance, Data Policy, Data Quality, Metadata, CDEs, Business Glossary, Lineage, and Data Consumers.
• Conduct outreach efforts to data stakeholders, inclusive of data owners and data stewards to fill in gaps in data or to solve discrepancies or inconsistencies in data.
• Assist business units create and implement processes and procedures for data collection, cleansing, storage, use, and security, including documenting process and enforcing accountability.
• Ensure all data sets are accounted for and each data stakeholder is aware of their role in our data architecture.
• Support and contribute to data driven strategies.
• Ensure stakeholders have knowledge and awareness of downstream uses and impact on their data.
3. Data Governance

• Assist with creation and maintenance of metadata repositories, data dictionaries, data lineage, Business Process Maps, training materials, change management documentation and related data governance procedures.
• Maintain standard methodologies and ensure consistency within Guardian Group’s data governance policies, standards, guidelines, data quality policies, standards and guidelines, and Data Stewardship policies, standards and guidelines.
• Contribute to the Enterprise goal of being data driven.
• Enhances our data maturity level in the organization and as a global competitor.
• Ensures trusted data is reliably able throughout the organization.
• Ensure Guardian’s data sets and data sources are being governed.
• Ensure the group’s data governance and data quality process, procedures, policies and standards are adhered to.


4. Data Quality Maintenance

• Monitor data quality trends.
• Assist with identifying causes of poor data quality and implementation of solutions.
• Identify and assist with the resolution of data quality issues, such as uniqueness, integrity, accuracy, consistency, and completeness, in a timely manner.
• Devise, coordinate, and conduct mass data-cleansing initiatives for the purpose of purging and eliminating corrupt or redundant information from corporate databases.
• To improve the overall quality of Guardian’s group data and ensure the data is trusted, reliable.
• Ensure there is no major impact or loss of service to downstream systems that may be dependent on data.
• Contribute to improved quality of data and resolution of any Data quality related issues.

5. Data Management

• Assist with documenting business processes, anticipating data requirements, uncovering areas for improvement, and developing and implementing solutions.
• Follow standard operating procedures in analyzing situations or data from which answers can be readily obtained.
• Evaluate and assist with documenting business processes, anticipating data requirements, uncovering areas for improvement, and developing and implementing solutions.
• Support compliance with the Group Data standards.
• Supports the empowerment or self-service of Data Citizens/Consumers.
• Supports centralization of key data assets.
• Ensure that new and existing systems, applications, and data integration measures adhere to existing data management practices, policies, and procedures.

Education
• First degree in Information Technology, Information Systems, Computer Science or related field from a recognized tertiary educational institution.
• Certification in Data Management would be an asset.

Experience
• Minimum 2 years working experience in similar field, inclusive of data management.
• Experience with navigating internet technologies, inclusive of SaaS and PaaS.
• In-depth understanding of data governance, master data management, data management processes, concepts and application. 
• Experience and skilled in BI tools, Power BI would be an asset.
• Knowledgeable in SQL query and database technology, inclusive of relational databases.
• Knowledgeable in project management processes and concepts, inclusive of Agile methodology.

• Knowledgeable in data preparation methods, including data quality, documenting data requirements, data profiling and data transformation.
• Ability to perform root cause analysis on internal and external data and processes
• Working knowledge of developing and administering SharePoint sites.
• Ability to effectively communicate orally and in writing and possess strong communication and interpersonal skills.
• Ability to multi-task, and prioritize tasks in a high-pressure, fast-paced environment
• Attention to detail.

The Data Governance Officer must be a logical, methodical and highly self- motivated individual. He/ she must be able to communicate effectively with internal and external stakeholders and colleagues. Emotional intelligence and Critical Thinking skills must be inherent. The incumbent must be able to plan effectively and remain calm in situations of uncertainty.
