The Manager, Human Resources is responsible for managing the day-to-day operations of the Human Resources Department under the supervision of the General Manager Human Resource.

The core functions include but not limited to the following: 

  • Assists the General Manager Human Resources in achieving the strategic goals and operational objectives of the Authority.
  • Liaises with Heads of Department to provide technical guidance on the determination of appropriate organizational structures, job analysis, job design, staffing establishment of the Authority.
  • Assists in the development of the Authority’s classification and compensation system.
  • Reviews and revises the Authority’s existing HR Policy and Procedures Manual and assists Heads of Departments with the interpretation and application of the Human Resources Policies and Procedures.
  • Participates in the development of the Authority’s strategic Human Resources Management initiatives and implements/administer modern Human Resources Management systems in keeping with the Authority’s Strategic Plan. 
  • Manages the recruitment and selection process by effectively overseeing the full life cycle of recruiting for all levels of staff. 
  • Leads the recruitment and selection team in conducting Manpower Planning exercises for the Authority.
  • Coordinates annual Career/Job Fairs to promote the Authority to a wider talent pool
  • Engage in ongoing research to enable best practices are observed in the Recruitment and Selection process. 
  • Oversees the operations of the Registry Unit as well as develops an appropriate manual/electronic record management system for the HR Department. 
  • Prepares Board Notes and other reports/correspondence for the General Manager Human Resources as required.
  • Assists the General Manager Human Resources in developing policies to address all Human Resources issues in the workplace in keeping with the Chief Executive Officer, Board of Directors and National directive of the Ministry of Health for review by the General Manager, Human Resources.
  • Participates in the development of the departmental budget and management of the same.
  • Represent the Authority at different meetings and forums.
  • Manages the assessment of the HR Succession Plan to meet the Authority’s requirements. 
  • Provides Human Resource support and advice to internal and external stakeholders in the development and implementation of human resource policies and procedures to meet the Authority’s needs.
  • Assists supervisors in the development and editing of job descriptions for new and revised positions.
  • Assesses the Performance of staff in accordance with the established Policy/Procedure Guidelines.
  • Carries out periodic Human Resource Audits to ensure compliance and consistency of application of Human Resource Policies and Procedures by Line Managers.
  • Assists the General Manager Human Resources with the preparation of status reports for submission to the Chief Executive Officer and Human Resources Committee/Board monthly, quarterly or as required. 
  • Keeps the General Manager Human Resources informed of all operational issues, concerns or other areas that may require attention.
  • Performs other related functions as assigned by the General Manager Human Resources.

Required Qualifications, Training and Experience:

  • The incumbent must have a First Degree in Human Resources Management, Business    

            Management or Social Science;

  •  Eight (8) years’ experience in human resources; five (5) of which must be at a

            supervisory/managerial level.

  • Experience in a health-related environment would be asset.
