SUMMARY:

Title

Institutional/Corporate Facilitator for SBC training of health professionals and health mobilisers in Saint Vincent and the Grenadines

Purpose

To enhance the skills of health workers and heath mobilsers in risk communication, community engagement and in addressing  misinformation, in support of uptake for Rota virus and pneumococcal vaccines in St. Vincent and the Grenadines

BACKGROUND:

The Ministry of Health and Wellness and the Environment in Saint Vincent and the Grenadines has begun the rollout of its Rotavirus and Pneumococcal vaccines to the children 0-1 year old. The Ministry with support from UNICEF Eastern Caribbean Area Office and PAHO and with funding from GAVI is seeking to provide training for its health professionals and health mobilisers across the country in SBC strategies, risk communication and community engagement and in addressing  misinformation, in support of uptake for Rota virus and pneumococcal vaccines.

To support the Ministry, UNICEF ECA requires a contractor to facilitate 4 (1) one-day interactive workshops for approximately 120 persons ( approximately 40 person per workshop] from 2- 5th March 2026.

SPECIFIC TASKS:

Under the guidance of the SBC Specialist and with support from the Ministry of Health, Wellness and the Environment, the selected contractor will:

  • Develop training agenda, including culturally appropriate activities to support the learning.
  • Conduct the training .
  • Compile and finalise the report on the training 

EXPECTED DELIVERABLES:

  • Inception document that includes methodology, training agenda, risk assumptions and mitigation.
  • Completion of 1 day training for  4 different groups of stakeholders (March 2, 3rd, 4th and 5th).
  • Final report.

Skills and Qualifications:

  • Team leader/ main facilitator should have at least a master’s degree in Communication for Development, Communication for Social Change / Psychology.
  • Facilitators or members of the team sould have at least three years of demonstrated experience in conducting training on Social and Behaviour Change, RCCE.
  • Previous work in the English-speaking Caribbean is an assett
  • Strong command of English.
EVALUATION CRITERIA:

The technical evaluation will be considered in accordance with the following information:

Technical Proposal: 70 points

1) Overall Response (10 points):

  • a) Understanding of and responsiveness to UNICEF requirements;
  • b) Understanding of scope, objectives and completeness of response;

2) Company and key personnel (30 points):

  • a) Team leader and associates if [applicable] : Relevant experience, qualifications

b) Professional expertise, knowledge and experience with similar projects,

3) Proposed Approach (30 points):

Quality of proposed agenda , methodology learning activitiies

Note: The Financial Proposals will be opened only to the companies considered technically approved (range between 49 to 70 points).

  • Financial Proposal (30 points)

The Financial Proposal will be opened and tabulated within the Technical Proposal and the final range will be provided.

RECOURSE: 

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, not delivered or for failure to meet deadlines. Performance indicators against which the satisfactory conclusion of this contract will be assessed include timeliness/quality of submission and responsiveness to UNICEF and counterpart feedback.  

PROPERTY RIGHTS: 

UNICEF shall hold all property rights, such as copyright, patents and registered trademarks, on matters directly related to, or derived from, the work carried out through this contract with UNICEF. The bidder must submit all documentation and source code where necessary to UNICEF.
