Sub-regional Office for the Caribbean invites applications from suitably qualified individuals for three (3) Individual Consultancy Posts.   

 

Background

The United Nations Population Fund (UNFPA) is the leading United Nations agency for delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person’s potential is fulfilled. Scope of work/Main tasks and responsibilities, et al
 
The Evaluation Team Leader will be expected to:

  • Lead the SRPE and ensure the completion of the SRPE as per agreed timelines and evaluation standards of UNEG/UNFPA.
  • Provide guidance to and supervise the Evaluation Team
  • Setting out the methodological approach
  • Carry out data collection in the UNFPA Sub-Regional Office for the Caribbean (SROC) based in Kingston, Jamaica and the Liaison Offices, as required;
  • Engage regularly with the evaluation reference group (ERG) and evaluation managers (SROC and LACRO);
  • Engage actively in the stakeholder/recommendations workshop (s);
  • Draft and finalize the SRPE report with inputs from key stakeholders;
  • Support key dissemination activities of evaluation results (e.g., presentation of the results evaluation to key stakeholders);
Qualifications:
Minimum qualifications required for the Team Leader:

  • Master’s degree or equivalent in development studies, population studies, demography, statistics, biostatistics, economics, gender studies, health, international relations or other related fields;
  • 5-7 years of experience in leading and conducting evaluations, reviews, assessments, research studies for international organizations or development agencies, including evaluations around strategic planning;
  • Extensive experience in leading/supporting complex evaluations commissioned by United Nations Organizations and/or other international organizations and NGOs. Knowledge of UNFPA Evaluation Policy and Handbook is a must;
  • Substantive knowledge and expertise in, at least, one of the thematic areas of UNFPA mandate: sexual and reproductive health and rights, human rights, gender and social norms, or population policies; experience in humanitarian or prospective evaluation will be an asset;
  • Extensive knowledge of the UNFPA, as well as the UN system, including UN reform processes;
  • Extensive knowledge of partnership development, resource mobilization and experience of working in the Caribbean region;
  • Strong understanding and experience of the Caribbean environment (political, social, economic and religious and other contextual factors of the landscape)
  • In-depth knowledge of theory-based evaluation approaches and ability to apply both qualitative and quantitative data collection methods and to uphold high quality standards for evaluation as defined by UNFPA and UNEG;
  • Demonstrable ability to consistently integrate human rights and gender perspectives in all phases of the evaluation process;
  • Excellent drafting/report writing skills, analytical skills, and computer skills;
  • Excellent command in written and spoken English; working knowledge of Spanish or Dutch will be an asset.

  • Contribute to all phases of the SRPE and carry out data collection at the UNFPA Sub-Regional Office for the Caribbean (SROC) based in Kingston, Jamaica and the Liaison Offices, as required;
  • Engage regularly with the evaluation team leader and managers (SROC and LACRO) and support the team leader and members in developing the evaluation methodology, matrix and questions, etc.;
  • Engage actively in the stakeholder/recommendations workshop;
  • Support the Evaluation Team Leader in the drafting and finalization of the SRPE report with inputs from key stakeholders;
  • Support key dissemination activities of evaluation results (e.g., presentation of the results evaluation to key stakeholders);
  • Ensure the completion of assigned tasks as per agreed timelines and evaluation standards of UNEG/UNFPA.
 
Qualifications:
Minimum qualifications required for the Team Member:

  • Master’s degree or equivalent in development studies, gender studies, economics, social sciences, public health, health economics and financing, epidemiology, biostatistics, social sciences, human rights, demography, or other related fields;
  • At least 5-7 years of experience in conducting, design, implementation of evaluation, reviews, assessments in the field of international development and development programmes
  • Strong expertise and substantive knowledge in areas of UNFPA mandate, such as sexual and reproductive health and rights, gender and social norms, or population policies; experience in humanitarian or prospective evaluation will be an asset;
  • Experience in leading/supporting complex evaluations commissioned by United Nations Organizations and/or other international organizations and NGOs. Experience with UNFPA Evaluations is an asset;
  • Extensive knowledge and experience of conducting evaluations in the Caribbean region
  • Strong understanding and experience of the Caribbean environment (political, social, economic and religious and other contextual factors of the landscape);
  • Proven skills in evaluation approaches and methodology with demonstrable ability to apply quantitative and qualitative data collection methods and analysis;
  • Experience working with a multidisciplinary team of experts.
  • Familiarity with UNFPA’s mandate, strategic plan and transformative results as well as UN system, is a strong asset

Scope of work/Main tasks and responsibilities, et al
The YEE will be expected to perform the following tasks under the guidance and supervision of the SRPE Team Leader and with support of UNFPA SRPE Manager in the SROC:

  • Assist the evaluation team leader in compiling and organizing background documents
  • Liaise with UNFPA SRO and LOs, partners and stakeholders to schedule and prepare meetings (virtual and in-person) to ensure timely communication and SRPE activity implementation
  • Support evidence gathering and data collection as required;
  • Support data entry, cleaning and formatting as required;
  • Contribute to data analyses and the write up of sections of the SRPE report as required;
  • Support the lay-out and formatting of the various deliverables;
  • Support key dissemination activities of evaluation results (e.g., presentation of the results evaluation to key stakeholders);
 
Qualifications:

Minimum qualifications required for the Young or Emerging Evaluator:

  • Advanced degree in development studies, public health, social sciences, gender studies, economics, social studies, demography, or other related fields;At least 3-5 years of experience working in monitoring and evaluation, research, conducting reviews, assessments, or evaluations in areas relevant to UNFPA's mandate;
  • Experience in leading/supporting complex evaluations commissioned by United Nations Organizations and/or other international organizations and NGOs. Experience with UNFPA Evaluations is an asset;
  • Experience of conducting evaluations in the Caribbean region is desirable;
  • Proven skills in evaluation or research methodology and data analysis, including quantitative and qualitative techniques;
  • Excellent analytical and problem-solving skills.
  • Experience working with a multidisciplinary team of experts.
  • Excellent data visualization, analytical and computer skills;
  • Demonstrated ability to work in a multicultural team;
  • Excellent oral and written English, working knowledge of Spanish or Dutch will be an asset.
  • Being part of EvalYouth Chapters and/or VOPEs in the Caribbean region is desirable.
