Purpose of Consultancy
The consultancy aims to execute the Costed Training Plan/Strategy, which is integral to Belize's Capacity Development Strategy for its National Statistical System (NSS) agencies and the Statistical Institute of Belize (SIB). A key component of this implementation is a Training of Trainers (ToT) approach. This ToT methodology will empower staff of the SIB as well as staff of selected BNSS agencies with strong statistical capacities to become effective trainers, enabling them to sustainably conduct training for BNSS entities. The ultimate goal is to achieve the specific objectives outlined in the Capacity Development Strategy. 

   The approach includes two main components:

  • Development of Training Materials: A comprehensive package of materials will be created to guide SIB staff and other BNSS trainers in their role as trainers.
  • Preliminary Workshops: Initial workshops will be held to establish the first cohort of certified trainers prepared to engage with the BNSS agencies.

Scope of work/Main tasks and responsibilities, et al
The consultant will work under the guidance of the UNFPA Liaison Officer in Belize, with technical advice from Population and Development focal points in UNFPA-LACRO and UNFPA-SROC, to undertake the following key activities:

Through a review of the TASC, STAT assessment, NSDS2, and Capacity Development Plan, produce a package of training materials that can be used to facilitate specific training activities with BNSS agencies, differentiated by the priority of the activity, the needs of each specific agency, and the frequency of engagement needed to enhance their capacities.
  • Develop the structure and agenda for quarterly workshops that can be used to instruct trainers using this package of material, and to then equip them to engage with BNSS agencies in line with the Capacity Development Strategy and overall goals of the NSDS2.
  • Implement a Training of Trainers session for a period of five (5) days, equipping one cohort of trainers each to carry out preliminary training activities with BNSS agencies.
  • Provide oversight to newly trained cohorts to implement two (2) quarterly workshops.
  • Based on the experiences of these workshops, provide feedback and guidance to SIB that can enable them to sustain and improve the Training of Trainers process.

The consultant will:

  1. Create a package of training materials that adapts the Capacity Development Strategy and Training Plan to the Training of Trainers approach for engagement with Belize’s broader BNSS.
  2. Lead and execute Training of Trainers sessions towards implementing the Capacity Development Strategy across Belize’s BNSS.
  3. Provide oversight of trained cohorts to deliver on two sessions
  4. A synthesis report, incorporating feedback and lessons learned from SIB staff, that guides SIB in sustaining the Training of Trainers Programme for continuous capacity building across the BNSS.
 
Required Qualifications and Experience

Education:

  • Advanced degree in statistics, economics, or a related field.

Experience:

  • At least 10 years of experience in the design and implementation of capacity building programmes in the governance, production, and harmonization of national statistics.
  • Experience working directly with National Statistical Offices and entities across National Statistical Systems.
  • Strong facilitation and communication skills.
  • Strong data analysis and report writing skills.
  • Ability to plan, organize, implement and report on work.
  • Ability to work independently, under pressure and tight deadlines.
  • Training experience and ability to organize and facilitate training and presentations.
  • Openness to change and ability to receive/integrate feedback.

Technical Skills:

  • Strong quantitative analysis skills using tools such as STATA, SPSS, R, or equivalent.
  • Competency in qualitative data coding and thematic analysis using relevant software.
  • Excellent report-writing, data visualisation, and presentation skills.
 
Language:

  • Fluency in written and spoken English is mandatory.
 
Competencies:

  • Strong analytical, writing, and facilitation skills.
  • Ability to work under pressure and meet deadlines independently.
  • Cultural sensitivity and diplomatic acumen in engaging stakeholders.
