Purpose of Consultancy The Caribbean Model for Behavioural and Cultural Change (CMBCC) offers a robust framework for understanding and addressing complex social issues, notably gender-based Violence (GBV), family violence (FV), and violence against women and girls (VAWG). Building on previous regional capacity building initiatives, including a March 2025 training in Antigua and Barbuda, UNFPA aims to facilitate the development of a comprehensive toolkit with the primary objective of developing a comprehensive and practical toolkit. This toolkit will be anchored in the CMBCC and will be informed by engagement with stakeholders from Antigua & Barbuda, Barbados, Saint Lucia, Saint Vincent and the Grenadines, Trinidad & Tobago and the wider Caribbean as relevant.
The primary object of the toolkit is to empower diverse users including change agents, practitioners, community leaders, policymakers to effectively interpret, apply, and integrate the CMBCC into their respective work streams. Furthermore, this toolkit will serve as a foundational resource for ongoing capacity building and will be positioned for integration into a university course on Gender and Conflict Situations as part of the International School of Development Justice under the University of the West Indies (UWI) Mona. Scope of work/Main tasks and responsibilities, et al - Review and Adaptation of CMBCC Materials
- Conduct a thorough review of existing CMBCC content and previous training materials.
- Translate complex concepts into clear, accessible language suitable for broad audiences.
- Identify relevant entry points and thematic areas including climate resilience, SRHR, harmful practices, gender-based violence in humanitarian settings.
- Toolkit Conceptualization and Design
- Propose a logical and intuitive toolkit, ensuring it is practical, intuitive, and adaptable to various user needs and contexts.
- Structure the toolkit into modules or sections tailored to diverse stakeholder groups (civil society, youth, frontline responders, healthcare providers, etc.).
- Identify key components, tools, necessary for effective application of the model.
- Consider incorporating elements that address gaps in comprehension and capacity for application as highlighted in the communication strategy.
- Content Development
- Translate the theoretical concepts of the Model into actionable steps, practical exercises, and clear guidelines.
- Develop user-friendly explanations of core concepts, such as behavioural beliefs, normative beliefs, attitude toward the behaviour, subjective norms, and behavioural intention.
- Define content format and flow including video scripts, interactive elements, and written summaries.
- Create Practical Tools:
- Ensure content is culturally appropriate, gender-sensitive, and aligned with UNFPA branding.
- Capacity-building session in Trinidad and Tobago (with online participation targeted to n Barbados, Saint Lucia, St. Vincent and the Grenadines).

- Develop illustrative case studies or scenarios demonstrating the application of the CMBCC Model to real-world GBV, FV, and VAWG challenges.
- Develop knowledge and communication products as referenced in the original document (e.g., posters, booklets, infographics, video/animation concepts, if applicable to a toolkit format).
- Clear language and minimal jargon
- Visual aids, diagrams, and flowcharts to simplify complex information.
- Interactive elements or prompts for reflection and application.
- Engage with key stakeholders to gather feedback on draft toolkit components and refine them based on input.
- Final Toolkit Production
- Produce a high-quality, final version of the CMBCC Model Toolkit in a mutually agreed-upon format (e.g., digital document, interactive web-based resource).
Qualifications and Experience: The required profile of the consultant is as follows:
- Advanced degree in Social Sciences, Behavioural Science, Social
- Sciences, International Development, Gender Studies, or related social science disciplines.
- At least ten years of specialised experience in GBV and harmful practices programming at an international level
- Demonstrated experience and knowledge of special and gender norms change interventions
- Working experience in the Caribbean Region and previous experience with UNFPA is preferred.
- Experience working on issues related to gender-based violence, family violence, preferably in the Caribbean context.
- Excellent analytical, conceptualization, and writing skills.
- Ability to translate theoretical concepts into clear, concise, and actionable content.
- Strong communication and interpersonal skills for stakeholder engagement and feedback incorporation.
- Specialized publications in GBV, social norms and harmful practices will be considered an asset.
