The Position

The overall objective of this consultancy is to support the Statistical Institute of Belize in the development and initial implementation of an institutional Quality Assurance Framework tailored specifically to SIB.
Scope of work/Main tasks and responsibilities, et al
In alignment with the objectives of this consultancy, the consultant will undertake the following activities:
- Review relevant literature, including Codes of Good Statistical Practice, materials from the United Nations, CARICOM, and regional statistical offices
- Review the BNSS Quality Assurance Framework
- Review findings of the 2016 and 2024 TASC assessment.
- Assess existing quality assurance mechanisms, documentation practices, and governance structures within SIB.
- Submit desk review report and institutional assessment report This activity will determine the overall structure of a Quality Assurance Framework optimized for SIB’s institutional context.
Qualifications and Experience
The required profile of the consultant is as follows:
- Master’s degree in statistics, economics, public policy, or related field.
- At least 8 years of professional experience in statistical planning, management, or quality assurance within National Statistical Offices.
- Demonstrated experience in developing or adapting Quality Assurance Frameworks.
- Familiarity with CARICOM and international statistical standards.
- Fluency in English required.
- Strong analytical, facilitation, and report-writing skills
