The Independent Quantity Surveyor will provide independent cost verification, tender evaluation, and commercial cost control support for residential development projects.
Prepare independent cost estimates and cost models for residential developments
Review and verify Bills of Quantities (BOQs) and construction quantities against drawings and specifications
Analyse and benchmark contractor rates, preliminaries, overheads, profit, and allowances against market standards
Identify inflated rates, missing scope items, and commercial risks within tender submissions
Evaluate and compare contractor tenders and prepare tender review and recommendation reports
Support tender negotiations and commercial clarifications
Establish and support variation control procedures, registers, and payment certification processes
Provide guidance on appropriate contract strategies (e.g. fixed price, GMP, design-build)
Prepare cost reports including budget vs actuals, forecasts, cashflow impacts, and risk exposure (where engagement is extended)
Bachelor’s Degree in Quantity Surveying, Construction Economics, or Cost Management
Minimum 10 years’ experience in Quantity Surveying or cost consultancy
Minimum 5 years’ experience in residential or housing development costing
Strong experience in tender evaluation, rate analysis, BOQs, valuations, and variation management
Professional membership (TTIQS and/or RICS) is an asset
Experience working on both contractor and client/developer side is an advantage
Advanced Excel skills for cost modelling and analysis
Strong commercial and contractual awareness
Ability to independently challenge contractor pricing and assumptions
High level of integrity, professionalism, and confidentiality
Strong analytical, reporting, and communication skills
