SALARY SCALE: $8,766,798.08 - $10,017,247.63 per annum.
JOB SUMMARY:
This position is the point of contact for all enquiries directed to the PAJ Security Department
and appropriately disseminates intelligence and information resulting from such enquiries. The incumbent will also facilitate the:
- Investigation of all security breaches/incidents and attempted security breaches occurring at Port Authority-owned and operated facilities, subsidiaries and International Ship & Port Facilities Security (ISPS) certified ports
- Inspection of ISPS certified port facilities with the aim of identifying weaknesses in security systems, policies and procedures.
QUALIFICATIONS & EXPERIENCE:
- Bachelor’s degree in Security Management or in the social sciences/Sociology/Criminology or related field from a recognised university PLUS
- Three (3) years’ experience in a similar capacity
OR
- Training from the police, military or other recognised security training institution
- Minimum of six (6) years’ experience as an investigator/intelligence gatherer.
Candidates will be subject to a criminal record search, background investigation, and must be able to obtain the required security clearance.
DUTIES & RESPONSIBILITIES:
- Input intelligence data using relevant systems, identifying possible trends, and targeting criminals.
- Identify areas where further information is required and ensure that necessary inquiries are made.
- Maintain appropriate liaison with personnel from other departments and law enforcement agencies to obtain and disseminate information from local and international sources.
- Qualify and process intelligence reports with high accuracy, while ensuring critical threats and actionable intelligence are immediately escalated to the VP, Security.
- Work closely with PFSOs to ensure appropriate recording and dissemination of information on actionable intelligence.
- Investigate security incidents on all ISPS-certified ports and PAJ facilities throughout the island as directed by the VP/AVP Security.
- Follow up on all incidents on public ports and sufferance wharves with a view to identifying trends and weaknesses in the security apparatus and making recommendations to the AVP Security/ISPS Compliance Manager for appropriate response.
- Maintain a database for port management of dismissals and reasons for dismissal as background information for ISPS-certified ports.
- Read all relevant communications and reports within or pertaining to the PAJ, abstracting information for records.
- Maintain databases and provide statistical information as required and for management use.
- Undertake various administrative tasks, ensuring adequate records are kept.
- Assist with training Security Screeners in keeping with intelligence objectives and tasks.
- Keep abreast of and be able to advise on local/international security developments.
- Facilitate the review of security policy and procedures; make recommendations for changes/ modifications that will enhance portfolio responsibilities.
- Liaise with Customs, Immigration, and other agencies for information sharing and new developments in detection, investigation, and prevention of narcotics and other contraband.
- Coordinate and assist external agencies involved in the investigation of any PAJ security-related incident.
- Implement the established procedures for the safeguarding/protection of evidence and security incident scenes vital to the investigative process.
- Comply with internal information governance policies and procedures, and in particular those relating to information security.
- Develop relationships with informants to obtain information related to cases; maintain the required level of confidentiality and disclosure.
