An ICT Learning Officer is a professional who is responsible for designing and developing e-learning content, implementing e-learning technology solutions, and providing support and training to users.

PERSONNEL SPECIFICATIONS

Providing Support and Training:

  • An ICT Learning Officer is responsible for providing support and training to users of e-learning content and technology solutions. They must be able to communicate effectively with different stakeholders, such as teachers, instructional designers, and subject matter experts, and be able to provide guidance on how to use the technology.

Knowledge of Educational Technology: 

  • An ICT Learning Officer should have a good understanding of the latest trends and technologies in e-learning, such as Learning Management Systems (LMS) and authoring tools. They should also be familiar with different types of e-learning, such as mobile learning and gamification.

Instructional Design Skills: 

  • An ICT Learning Officer should have knowledge of instructional design principles, including how to design and develop interactive and engaging e-learning content. They should also have experience creating assessments, quizzes, and other interactive elements.

Technical Skills:

  • The ICT Learning Officer should also be familiar with different e-learning authoring tools and should be able to troubleshoot technical issues.
  • Audio/Video Editing – Creating e-learning content would include multimedia elements such as video or audio.
  • Graphic Design – Another aspect of building an e-learning course includes the visual design. 
  • LMS Administration – This is a repository of e-content from which users can access.  The administrator will determine the access and availability of content. 

Strong Communication Skills:

  • An ICT Learning Officer should be able to communicate effectively with different stakeholders, such as teachers, instructional designers, and subject matter experts. They should be able to explain technical concepts in simple terms and provide guidance on how to use the technology.

Experience:

  • At least one year experience with e-learning content development and technology solutions.
  • Experience as a facilitator of e-learning content and facilitator of online/ virtual classes and community outreach in ICT training.
  • Knowledge of instructional design principles and strong technical skills are also important qualifications for this role.

Training

  • Bachelor's degree in education, instructional design, Information Technology, or a technology-related field OR
  • Possess certification in Certified eLearning Professional (CeLP).
