HUMAN RESOURCES OFFICER
JOB PURPOSE
The HR Officer is responsible for managing all human resources functions for contract and permanent staff in the printing and distribution operations. They ensure compliance with Jamaican labour laws, handle recruitment to termination, supervise support staff, and help maintain a safe, productive and legally compliant workplace. The role also manages the fleet operations including drivers and the transportation of individuals home.
KEY RESPONSIBILITIES
Recruitment, Contracting & Onboarding:
- Draft, advertise and fill positions (drivers, printing, distribution, office) in line with company needs.
- Prepare contracts of employment or service, including renewals, terminations, ensuring they comply with Jamaican laws (Employment Termination and Redundancy Payments Act; Employment Act; Labour Relations and Industrial Disputes Act).
- Conduct orientation of new staff, ensuring they understand company policies, health & safety rules, work schedules.
Leave, Attendance & Payroll‑Related Matters:
- Track and process leave compute accruals and eligibility.
- Monitor attendance, lateness, and absences; prepare relevant correspondence.
- Support payroll function: in collaboration with finance ensure all individuals are paid accurately and on time; manage deductions and benefits as required.
Contract / Termination / Renewal:
- Manage the lifecycle of individuals: renewal, non‑renewal, termination.
- Ensure correct notices are given (if required) and all legal liabilities are handled in accordance with Jamaican law.
Employee Relations & Compliance:
- Serve as point of contact for employee grievances, disputes, and investigations, ensuring fair process.
- Ensure compliance with Jamaican statutory requirements: holidays with pay, public holidays, maternity leave, flexible work, etc. Refer to relevant Acts.
- Liaise with the Ministry of Labour & Social Security as needed; stay updated on changes in labour regulations.
Health, Safety & Well‑being:
- Enforce safety standards, especially in printing plant, transportation, and warehousing.
- Organize or arrange necessary safety training for drivers and distribution staff.
- Promote employee welfare programs as appropriate.
- Supervision & Staff Development:
- Manage, mentor and evaluate HR Clerk, Office Attendant, and Drivers’ reporting lines in HR matters.
- Identify training and development needs; arrange training; support performance management.
Recordkeeping & Reporting:
- Maintain accurate, secure personnel and contract records for all staff.
- Prepare HR reports for senior management: headcount, turnover, absenteeism, contract renewals, payroll costs.
- Ensure confidentiality of all personnel files and sensitive information.
Policy Development & Implementation:
- Assist Head of Company in drafting or updating HR policies and procedures, employment contracts, handbooks in line with Jamaican law.
- Ensure that policies are communicated to and understood by staff.
QUALIFICATIONS & EXPERIENCE
- Bachelor’s degree in Human Resource Management, Business Administration, or related field.
- At least 3 ‑ 5 years HR experience, with exposure to contract employment / industrial operations; experience in printing / distribution is an asset.
- Supervisory experience is preferred.
- Strong knowledge of Jamaican employment laws (Employment Act, Holidays with Pay, Maternity Leave, etc.).
- Familiarity with health & safety rules, transport & distribution norms.

- Good written and verbal communication; able to explain policies clearly.
- Strong organizational skills; able to manage many tasks and deadlines.
- Problem solving, negotiation, and conflict resolution capacity.
- Discretion, ethics, confidentiality.
- Computer literacy: MS Office, spreadsheet tools; experience with HR software is an advantage.
- Leadership skills; ability to supervise and train others.
WORKING CONDITIONS & OTHER REQUIREMENTS
- May need to work early mornings or late nights (printing and distribution schedules).
- Field work: checking printing plant, warehouses, following up driver routes.
- Occasionally working beyond normal business hours.
- Must comply with safety gear / regulations in operational areas.
