Human Resource Officer

Our client is seeking an experienced Human Resource Officer to serve in a generalist capacity across all areas of Human Resource Management. The successful candidate will assist the Human Resource Manager in planning and implementing HR activities to achieve organizational objectives.

KEY RESPONSIBILITIES

  • Interpret, assist, and advise staff on Human Resource Management Policies and Regulations.
  • Participate in all levels of the employee life cycle, including recruitment, onboarding, performance management, discipline, coaching, termination, and related activities.
  • Participate in the full-cycle recruitment process.
  • Conduct training analyses and utilize data gathered to assist with the creation of the annual training plan.
  • Assist with creating learning and development programs and initiatives that provide development opportunities for employees.
  • Conduct disciplinary hearings and investigations, coordinate with department management, and advise on employee coaching and corrective action processes.
  • Assist with writing and updating policies, procedures, methods, and guidelines while communicating and enforcing organizational values.
  • Assist with the planning and coordination of wellness and staff engagement programs.
  • Coordinate the performance review process and assist with the implementation of appropriate performance improvement measures to improve talent.
  • Provide guidance to supervisors and managers on performance evaluations and effective coaching methods for employees.
  • Safeguard the integrity of employee files and the HRM database.
  • Coordinate the preparation and distribution of employee letters, including promotions, NHT, confirmations, acting appointments, and other employment-related correspondence.
  • Compute salary increases and update/prepare payroll information to reflect changes in employee status, earnings, and deductions for payroll processing.
  • Keep the Human Resource Manager apprised of relevant employee communications, morale issues, trends, needs, and developments.
  • Visit locations and departments regularly to remain current on employee issues, the success of initiatives, and operational processes and procedures.
  • Perform other related duties as may be assigned from time to time.

KEY PERFORMANCE INDICATORS (KPIs)

  • Employee records are up to date and properly filed.
  • Performance management programs are completed according to agreed standards and schedules.
  • Disciplinary matters are managed in accordance with relevant Industrial Relations laws and sound HR practices, thereby limiting organizational exposure.
  • Design and implement at least two employee engagement programs annually, resulting in year-over-year improvement in engagement levels and employee morale.
  • Design and implement at least two training programs annually.

KEY COMPETENCIES

  • Sound knowledge of Jamaica's Labour Laws.
  • Strong knowledge of Human Resource Management principles and practices.
  • Strong knowledge of HR staffing and recruitment policies and procedures.
  • Strong interpersonal skills with well-developed conflict management and negotiation skills.
  • Sound judgment and excellent administrative skills.
  • Strong presentation, written, oral, and communication skills.
  • Excellent oral and written communication skills and the ability to maintain strict confidentiality.
  • Excellent interpretative and analytical skills.
  • Excellent time management and organizational skills.
  • Ability to work on own initiative and under pressure.
  • Ability to work effectively in a unionized environment.
  • Ability to pay keen attention to detail and perform in a multidisciplinary environment.
  • Proficiency in Microsoft Office Suite.

QUALIFICATIONS AND EXPERIENCE

  • First Degree in Human Resource Management, Business Management, or related studies.
  • Minimum of three (3) years' related experience.
  • Experience supervising a team would be a definite advantage.
  • Training and certification in Industrial Relations.
  • Experience developing and delivering training content.
  • Experience with talent acquisition and talent management.
  • Ability to work efficiently in a fast-paced environment and adapt quickly to changing conditions.
