HUMAN RESOURCE & ADMINISTRATIVE SERVICES MANAGER (GMG/SEG 3)

 

 

 

 

 

 

JOB SUMMARY:

Under the direct supervision of the Chief Executive Officer (CEO), the Human

Resource and Administrative Services Manager is responsible for:

 

  • The strategic planning and implementa­tion of human resource programs to include, wage and salary administration, leave administration, performance management appraisal, employee relations, organization development benefit and, health, functions of the Company.

 

 

KEY RESPONSIBILITY AREAS:

Management/ Administrative Responsibilities

  • Develops and monitors the Human Resource strategic/ operational work plans and programmes;
  • Prepares and manages the Division’s budget
  • Develops /reviews and implements a succession planning employee development programme to ensure continuity of skills, competencies and career advances of employees within the company;
  • Develops and implements Human Resource policies and practices to ensure optimum development of the human capital;
  • Directs the recruitment and direction of staff in keeping with the changing needs of the organization;
  • Manages an efficient employee relation programme to ascertain best discipline and grievance practices;
  • Reviews Human Resource management policies and procedures to ensure conformity with the Government of Jamaica policies rules and regulations
  • Ensures that the day-to-day strategic Human Resource requirements, initiatives and programmes are executed
  • Reviews and evaluates employment conditions and make the necessary recommendations for change
  • Disseminates information to staff on changes in the relevant Acts, Regulations Codes and Laws;
  • Conduct Manpower Planning activities, in collaboration with Chief Executive Officer and other managers in the forecasting staffing needs.
  • Monitor employee retention and turnover through analysis of data and exit interviews
  • Monitors the operational plan, ensuring that Organizational Development activities are in keeping with the mission, vision of the Company, Ministry and the National priorities.
  • Ensures the maintenance/confidentiality and adequate security of personnel records and files.
  • Attend Committee meetings regularly and make presentations where    applicable.
  • Develop, implement and evaluate annual employee satisfaction/opinion surveys, customer satisfaction surveys (i.e., specific to HR Department services/functions) and initiate solutions to recurring concerns;
  • Prepare the annual HR Department Report on key activities and outcomes for submission to the Chief Executive Officer and Ministry of Education

 

 

Technical/ Professional Responsibilities

  • Plans, directs, implements and controls all Human Resource activities of the organization which are consistent with the organization strategic direction.
  • Conducts needs assessment to evaluate and ensure the provision of the best training opportunities for staff development
  • Develops/ reviews the company Human Resource policies, rules and regulations so as to ensure conformity with the Government of Jamaica guidelines and the maintenance of a spirit of cooperation.
  • Exercise Human Resource governance by ensuring that people-related decisions comply with the organization’s regulations, best practice and respective legislations.
  • Establishes and maintains an organizational structure and staffing levels that is most appropriate in accomplishing the company’s goals and objectives.
  • Develops and implements effective recruitment and selection processes to ensure the employment of the most qualified and suitable candidates for vacant positions.
  • Monitors the compensation packages for all levels of staff thus ensuring that employees are compensated in accordance with approved salary scale/union agreements.
  • Overseas the development, implementation and administration of a system of performance Management and attendance policies throughout the Company to: -
  • Ensure that adequate supplies of performance Evaluations forms which have been approved by the Company Broad are available to all plants/departments of the Company
  • Ensure that seminars, meetings and discussions have been had with categories of staff so that they understand how the system operates;
  • Ensure Issuance of written instructions detaining how the system operates
  • Ensure liaison with supervisors in order that Performance evaluation reports are properly completed and submitted to the Human Resource Department on time;
  • To analyze the performance evaluation data and provide feedback to supervisors and relevant personnel significant information so derived, which may be used for training purposes, recognition of outstanding achievement, policy decisions, as the case might be.
  • Monitoring attendance activities through analysis of data, investigating and understanding causes for staff absences and taking action where necessary.
  • Manages, in consultation with the Ministry of Finance and the Ministry of Education, the negotiations of all union claims.
  • Ensures the conduct of needs assessment to evaluate and ensure the provision of the best training opportunities for staff development
  • Makes regular visits to the two (2) rural plants located in St. Mary and Westmoreland to ensure the integration of the organization’s HR practices/programmes; handle staff complains and concerns.
  • Manages and coordinates all the organization’s sporting activities and other social functions.
  • Coordinates the review and development of Job Descriptions to ensure currency of jobs in meeting the needs of the organization and makes recommendations for reclassification where necessary.
  • Ensures the administration of the discipline and grievance procedure, ensuring fairness, consistency and equity within the workplace;
  • Evaluates and monitors the administration of employees’ welfare activities and services which includes Pension, Health, Group/Personal Accident Insurances, Canteen Services, Transportation, Uniforms & Protective Clothing
  •  Manages and coordinates the programme of visitation to all Plants in support of the proper deployment of policies, rules and regulations
  • Participates in the development and implementation of Occupational Health and Safety policies, programmes and procedures to ensure compliance with local and international regulations;
  • Provides professional advice and guidance to the Board of Directors, Managers and Line supervisors of the company;
  • Overseas the review and analysis the Company’s organizational structure and manpower needs and makes recommendations for adjustment as required;
  • Provides technical advice and interpretation of Human Resource policies
  •  Facilitates timely and effective HR processes as it relates to recruitment, placement, transfer, reassignment and appointment of staff
  • Overseas the development, implementation and administration of Training and Development Programmes for employees based on the needs of the different departments so as to meet the company and employees’ needs.
  • Oversees the proper records management and leave administration for the Company and Plants;
  • Oversees the efficient delivery of training initiatives among Managers
  • Signs checks as part of the Financial Management of the Organization
  • In collaboration with the Safety Security & Maintenance Manager oversee and monitor the development and implementation of Occupational Safety and Health Administration policies

 

Human Resource Responsibilities:

 

  • Monitors and evaluates the performance of direct reports, prepares performance appraisals and recommends and/or initiate corrective actions wherever necessary to improve performance and/or established personal and/or organizational goals;
  • Participates in the recruitment of staff for the Division and recommends transfers, promotion, termination and leave in accordance with established Human Resource Policies and Procedures;
  • Develops and implements a programme of Succession Planning for the Division to facilitate continuity and the availability of required skills and competencies to meet the needs of the Division;
  • Provides leadership and guidance to direct reports through effective planning, delegation, communication, training, mentoring and coaching;
  • Ensures the welfare and developmental needs of staff in the Division are clearly identified and addressed;
  • Establishes and maintains a system that fosters a culture of teamwork, employee empowerment and commitment to the Division’s and Organization’s goals

MINIMUM REQUIRED EDUCATION AND EXPERIENCE;

  • B.Sc Degree in the social Sciences, majoring in Personnel/Human Resource Management and Industrial Relations with at least six (6) years related work experience at a middle or senior level
  • At least three (3) of the six (6) years’ experience in organization and operations analysis

 

REMUNERATION

Basic Salary: $5,198,035.00 - $6,990,779.00 per annum
