Applications are invited from suitably qualified candidates to fill the position of Human Resource & Administration Manager.

The incumbent will be responsible for managing the Human Resource and Administration functions of the Universal Service Fund (USF) and ensuring that the operations are aligned with the strategic objectives of the organization and in compliance with applicable HR and public service policies. The Manager will develop and implement human resource strategies and policies, administer HR programmes, and oversee general administration including property, facilities and fleet management.

CORE RESPONSIBILITIES: 

  • Lead the implementation of the Fund’s Human Resource policies, procedures, and strategies in alignment with applicable public service guidelines and legislative frameworks.
  • Manage the end-to-end recruitment, selection and onboarding process to attract and retain competent staff.
  • Administer the Performance Management and Appraisal System (PMAS), ensuring timely reviews and support to managers in addressing underperformance.
  • Manage change management initiatives across departments, including reorganization, culture shifts, policy rollouts, and staff engagement programmes.
  • Coordinate training needs analysis, career development initiatives, and internal capacity-building interventions.
  • Oversee employee relations including disciplinary actions, grievance handling and enforcement of the Code of Conduct.
  • Provide guidance to the Executive Team on strategic HR issues including workforce planning, compensation and benefits, and organizational design.
  • Promote health, safety and wellness programmes in accordance with the Occupational Health and Safety policy.
  • Ensure compliance with all HR-related legislation including the Sexual Harassment Act, and drive sensitization efforts across the Fund.
  • Maintain oversight of the administration of leave, pension, group health/life insurance, and other welfare benefits.
  • Serve as the Designated Officer responsible for receiving and managing reports under the Protected Disclosures Act, ensuring that disclosures are investigated and managed confidentially, without fear of reprisal.
  • Coordinate the preparation of annual Protected Disclosures reports in line with legal requirements and ensure appropriate awareness among staff of the reporting mechanisms.
  • Promote and monitor ethical conduct in the workplace and lead the resolution of sensitive workplace matters in accordance with grievance and disciplinary protocols.
  • Lead the implementation of the Records and Information Management (RIM) system across all departments, in accordance with GOJ RIM standards and guidelines issued by JARD.
  • Ensure proper classification, retention, retrieval, disposal, and security of both physical and electronic records; supervise the secure storage of personnel files and HR documentation.
  • Provide oversight and training to departments on the use and compliance of RIM systems and support the digitization and modernization of administrative recordkeeping functions.
  • Ensure that administrative records, correspondence, and registers related to contracts, leave, fleet, fixed assets, and attendance are systematically maintained.
  • Oversee the maintenance and security of the Fund’s facilities, physical assets, and fleet vehicles in accordance with Government of Jamaica policies and occupational safety standards.
  • Supervise office support functions and manage all administrative services, including utilities, stationery, custodial contracts, and external service providers.
  • Lead the implementation of the Fund’s business continuity, disaster preparedness, and workplace safety plans, including emergency protocols for staff and visitors.

 

MINIMUM REQUIREMENTS:

  • Master’s Degree in Human Resource Management, or a related discipline from a recognized tertiary institution.
  • A minimum of ten (10) years’ progressive experience in Human Resource Management, with at least five (5) years at a senior management level.
  • Certification in Change Management.
  • Proven track record in leading organizational change, implementing HR systems and processes, delivering high-quality customer service, and resolving complex employee relations matters.
  • Sound knowledge of Government of Jamaica public service regulations, including the Staff Orders.
  • Excellent knowledge of contemporary human resource management practices, trends and techniques.
  • Broad understanding of Labour Laws, statutory regulations and human resource policy frameworks.

Ownership of a reliable motor vehicle is a requirement.

The Universal Service Fund (USF), an agency of the Ministry of Science, Energy, Telecommunications and Transport, is a statutory body with a mandate for discharging the government’s responsibilities for universal ICT services under the Telecommunications Act. The USF has the responsibility to collect and manage the Universal Service Obligation Levy imposed on incoming international telephone calls.
