OBJECTIVE/PURPOSE

The Health and Safety Manager:

  • Manages the development, implementation, and maintenance of the Company's Occupational, Health and Safety Management system (OHSMS).
  • Is responsible for providing technical guidance and assistance to the Senior Manager Health and Safety, Leadership Team and all employees of the company in the implementation of OSHMS policies, procedures, practices, and training programs.
  • Is additionally responsible for the system of Process Safety assurance, OSH Management System development and implementation, Industrial Hygiene and Occupation Health program effectiveness and maintaining a system of compliance with regulations and conformance to industry codes of practice while safeguarding the Company's license to operate.
  • Liaises closely with members of the Leadership and Extended Leadership Team and interfaces with other internal departments.

FUNCTIONS

  • Provides leadership and direction in the development and interpretation EM systems including but not limited to data management, analytics, reporting and facilitating recommendations.
  • Oversee activities and resource planning in collaboration with other departments and key stakeholders (internally and externally).
  • Works in conjunction with Senior Management to effectively plan, develop, and implement strategies giving assurance that an EM culture is embedded to meet required company objectives.
  • Develops and maintains consistently the relevant EM policies and procedures based on the needs of the organisation.
  • Recommends to the management team ways to improve operational efficiency through strategic H&S investment.
  • Maintains the system of regulatory compliance and conformance within industry standards for the organization's premises, work systems, processes and all related business procedures.
  • Oversees all company employee incidents as it relates to the company's H&S policy and procedure and consistently review opportunities for reduction of risk occurrences.
  • Administers and leads continuous improvement in areas of focus - Process Safety Management, OSH Management, Risk Management and Analysis, Control of Work, Contractor Management.
  • Oversee the performance OSH Committee program.
  • Promotes a culture of safety through integration of preventative measures into work systems, processes and all related business procedures. Reinforces proper risk assessment and develops strategies to mitigate within occupational health and safety standards.
  • Organizes fire risk assessments according to an agreed schedule and in line with legal requirements. Liaises with Occupational Health Service staff on health surveillance where a risk assessment has identified a need, including carrying out stress risk assessments when required.
  • Ensures that appropriate records are maintained in compliance with legal requirements and that necessary notices are displayed and reviewed.
  • Works with operations to plan, implement, manage and standardize H&S best practices throughout the company and provide training as required.
  • Ensures the timely completion of internal reports/metrics relevant to H&S for monitoring business intelligence and decision making.
  • Takes responsibility for reporting all incidents and accidents as required to regulatory and statutory agencies.
  • Executes any other related duties as assigned.

MINIMUM REQUIREMENTS

The minimum requirements for the position are:

  • Bachelor’s degree in Engineering, Natural Sciences or Occupational Safety Health. A Postgraduate Degree or related qualification is an asset.   
  • At least ten (10) years’ experience in an oil and gas/petrochemical environment in the areas of H&S and or Risk Management of which five (5) years should have been at a senior professional level.
