Role purpose

Lead and manage the Health Safety and Environment aspects of the Project. Manage security of the Project Sites and Expatriates/local staff in close collaboration with the Project Manager.

Management of a team of HSE Advisors and Engineers, Subcontractors HSE advisors and HSE Supply Chain

Dimensions

Financial: HSE budget monitoring and ownership.

Technical: Active involvement in Health Safety Environment and Security during Pre-Construction, Construction and Hand-Over phases.

Organisational: Manages a HSE team, Technicians, interface with stakeholders, suppliers, subcontractors and Client

 

Interface

Externally with subcontractors, suppliers, clients, NWA, the Police, Auditors and stakeholders.

 

Accountabilities

  • Ownership of HSE department, develop policies and procedures for risk management and reporting.  
  • Implements IMS and processes in accordance with the Contract, Specifications and VCGP Standards.
  • Track and record VCGP, subcontractor and supplier HSE data, including Man-hours.
  • Ensure that all approved processes are fully implemented according to safety policies and regulatory standards.
  • Conduct trend analysis and identify areas for improvement (Hi-Po etc)
  • Lead site inspection and organize independent workplace audits
  • Carry out briefing or ensure all visitors the Project Site and offices receive a full briefing.
  • Ensure that Site Orientation/Induction, Toolbox Talk, Pre-Start and Pre-Task briefings are undertaken for all workers within the project
  • Ensure staff and workers (subcontractors and VCGP) are briefed for all Construction method statement plans, HSE plans and procedures.
  • Liaise and coordinate with Project Manager for HSE and Security events in Expatriate team
  • Mentor and Coach Junior staff members
  • Develop and implement an innovative HSE Site Observations system.
  • Lead accident investigations and present findings.
  • Develop and update emergency preparedness and reediness procedures and risk management for project area
  • Review and challenge Method Statements, Risk Assessment, Proposed Mitigations and Toolbox Talks provided by Subcontractors and suppliers.
  • Engage with subcontractors of HSE and Security related subject matters.
  • Ensure the Health Safety Environment subcontract subclauses are enforced for each subcontractor.
  • Participate to the elaboration and implementation of the Project Quality Management Plan and VINCI Construction Grands Projets processes. Be the driving force for proposals in line with company guidelines and participate in the company's improvement dynamic
  • Record of all HSE and Security documentation
  • Develop your own Key Performance Indicators and follow-up
  • Report non-conformity, investigate, follow up on corrective/preventive actions and their effectiveness.
  • Actively participate to Project Manager, Engineer, Client and VCGP weekly or monthly reportings
  • Apply for the relevant permits and update. Ensure compliance with applicable laws and regulations (OSHA, NEPA etc.)

 

Security: Develop and update the Emergency Preparedness & Readiness procedure for the Project Area. Collaboration with VCGP Security subcontractors and Branch to implement any security system. Assess the security level of expatriate accommodation, offices, etc.

 

Productivity: Tracks and monitors KPI compliance and recommends improvements to systems to maintain team production. Ensure coordination with all parties.

 

Commercial / Contractual: Record Minutes of Meetings. Correspond with subcontractors, suppliers and Client. Engage with management of Contract and Subcontracts for anything related to HSE & Security.

 

The following qualities/experience are essential:

Core & Experience

  • Over 10 years experience in HSE Management.
  • Strong analytical and problem solving skills
  • Excellent communication and leadership skills
  • Attention to details, curious
  • Experience with ISO 9001, ISO 14001, ISO 45001 and technical standards/processes from multinational companies
  • Able to deliver briefings to a crowd of 20 to 30 persons.
  • Strong work ethic with flexibility to work unsociable hours/nights
  • Able to work on own initiative and seek out opportunities in line with level of responsibility
  • Excellent team player, able to work competently and independently without continuous supervision
  • Solution orientated approach to issue resolution
  • Strong understanding of requirements for handover, including certification
  • Proficient in MS Office, AutoCAD, and QA/QC software

Productivity

  • Able to review a 3 weeks lookahead programme and allocate resources
  • Able to input in weekly and monthly progress reports – production of trackers, slides and reports
  • Able to set, measure and track KPIs for enhanced productivity
  • Able to ensure legal and technical regulatory watch
  • Strong knowledge and management of construction process in one or more of the following areas: Pressure Water Pipelines, Earthworks (excavation and backfilling) and Pavement,
