This is a contract role for one (1) year, based in Couva.

 

JOB SUMMARY

The incumbent is required to plan, direct and coordinate the procurement activities ensuring compliance with applicable procurement laws, regulations, policies and procedures. Duties include developing, implementing and monitoring the procurement plan/programme; planning and directing the work of the procurement staff; managing the tendering process; evaluating the performance of contractors (includes vendors, suppliers and consultants).

 

DUTIES & RESPONSIBILITIES

STRATEGIC

  • Formulation of the Procurement and Disposal Strategic plans as well as development and management of related programs and projects. 
  • Develop and implement comprehensive procurement strategies aligned with organisational goals.
  • Analyse market trends and supplier capabilities to identify opportunities for cost savings and efficiency improvements.
  • Collaborate with internal stakeholders to forecast procurement needs and create strategic sourcing plans.

 

OPERATIONAL

  • Reviews procurement contracts, purchase requisitions and creates request for proposals (RFP) for goods and services.
  • Coordinates activities of personnel engaged in contract negotiation, buying of equipment materials and services.
  • Plan, organises, directs and co-ordinates the procurement of supplies, materials, equipment and services (including consulting services).
  • Develops, implements and monitors a procurement plan/programme for the Ministry/Department.
  • Ensures that all procurement activities comply with applicable laws, regulations, policies and procedures and adhere to the principles of accountability, transparency and value for money.
  • Plans, organises, directs and co-ordinates the work of staff engaged in procuring supplies, materials, equipment and services; provides them with advice and guidance on procurement issues; evaluates and reports on their performance.
  • Leads the preparation of Expressions of Interest, Request for Quotations, Letters of Invitation, Request for Proposals and other tender documents; manages the procurement process to ensure

consistency and compliance with applicable laws, regulations, policies and procedures.

  • Provides guidance and advice on the development of tender documents (Terms of Reference, Technical Specifications and Scope of Works) and other procurement activities.
  • Facilitates the evaluation of proposals and bids.
  • Leads negotiations with contractors and suppliers where appropriate.
  • Directs and oversees the establishment, implementation and maintenance of a contractor performance management system to assess indicators such as capability, quality and delivery.
  • Provides assistance and guidance to staff in resolving problems, conflicts, and protests arising during the procurement process from bid process to contract execution.
  • Ensures that clear scope of works is identified and communicated to contractors/service providers through close communication with internal stakeholders. 
  • Designs procedures that govern the work of procurement staff.
  • Maintains systems that facilitate inspection and analysis of records, standardised reports and on-time delivery of goods and services to internal clients.
  • Performs other related duties as required.

 

PEOPLE

  • Communicate with and manage stakeholders.

 

QUALIFICATIONS AND EXPERIENCE

  • Training as evidenced by a Masters’ degree in Supply Chain Management, Business Administration with core courses in procurement management or a related field from a recognised institution.

OR

  • Training as evidenced by a Bachelor’s degree in the Social Sciences such as Business Administration, Project Management or related field from a recognised University OR the Chartered Institute of Purchasing and Supply (CIPS) Advanced Diploma in Purchasing and Supply or the Institute for Supply Management (ISM) Certified Professional in Supply Management.
  • Minimum of six (6) years’ experience performing procurement duties including three (3) years at a supervisory level.
  • Ability to interpret and apply laws, regulations, policies and procedures pertinent to public procurement.
  • Ability to develop and implement a procurement plan/programme.
  • Ability to conduct negotiations with contractors.
