JOB DESCRIPTION:

The HSSEQ Regional Manager -  Jamaica is a strategic leadership role responsible for ensuring Excelerate Energy’s full health, environmental, safety, security and regulatory compliance across its operations in Jamaica. This position operates at the intersection of operations, governance, and government affairs—driving the company’s compliance posture, strengthening external stakeholder relationships, and elevating corporate responsibility standards in line with international frameworks.

Reporting to the Global HSEQ Director and working closely with Legal, Government Affairs, and Operations leadership, this role will proactively manage HSSEQ regulatory obligations, guide enterprise-wide environmental strategies, and lead assurance efforts to meet current and emerging environmental, safety, and compliance requirements.

 

ROLES & RESPONSIBILITIES:

Strategic Leadership & Influence

  • Collaborate with senior functional leaders to embed HSSEQ compliance thinking into business decisions, capital planning, and operational strategy.
    • Provide advice, guidance, and support based on recognized HSSEQ best practices and in compliance with applicable international, regional and local regulations.
    • Support operational teams in hazard identification, risk assessments, and implementation of control measures. 
  • Lead, coach, and develop a multidisciplinary team of Environmental, Health & Safety, and Compliance professionals across multiple sites in Jamaica.
    • Develop, coach and mentor Jamaican HSSEQ team members through structured development plans and on the job guidance fostering a culture of accountability, continuous learning and professional growth.
  • Provide strategic direction, performance management, and technical guidance to direct reports to ensure alignment with corporate and regulatory expectations.
  • Provide strategic input on environmental risks during project planning, permitting, and procurement processes.
  • Represent Excelerate Energy in industry forums, regulatory working groups, and stakeholder engagements to influence policy and promote the company's leadership in environmental compliance.
  • Drive a proactive safety culture through training, audits, incident investigations, visible leadership, and continuous improvement initiatives.

Environmental Strategy & Governance

  • Lead the development and implementation of Jamaica’s environmental compliance strategy in alignment with global sustainability goals and ISO frameworks (e.g., ISO 14001, ISO 45001, IMS Code).
  • Oversee the preparation, review, and submission of all regulatory filings, including environmental permits, emissions data, impact assessments, and compliance reports.
  • Champion environmental stewardship across facilities, driving initiatives that reduce ecological impact and ensure long-term environmental sustainability.

Regulatory Engagement & Risk Mitigation

  • Serve as the company’s lead liaison with Jamaican regulatory agencies (NEPA, MOH, JPS, JCF, etc.) on environmental, health, and safety matters.
  • Monitor and interpret changes in national legislation and international frameworks; develop internal policies and updates to ensure ongoing compliance.
  • Lead external audits, inspections, and regulatory investigations, and oversee timely closure of findings or corrective actions. Serve as the primary point of contact for all regulatory agencies, ensuring full compliance with environmental permits, safety regulations, reporting obligations and resolution of compliance issues.
  • Coordinate emergency response planning, drills, and crisis management readiness for the Jamaica business unit.

Compliance Oversight & Assurance

  • Establish and maintain robust internal compliance monitoring systems and reporting protocols.
  • Ensure ongoing alignment of Jamaica operations with corporate standards, business management systems, and regulatory obligations.
  • Lead or oversee comprehensive incident investigations, ensuring accurate root cause analysis and legally sound reporting practices.Champion environmental stewardship and sustainability initiatives aligned with corporate goals.
  • Track and report HSSEQ performance metrics, trends, and leading indicators to senior leadership and external stakeholders to enable learning and continual improvement through the development of people, plant, and processes.

Team Development & Capability Building

  • Build and lead a high-performing compliance and environmental affairs team, with a focus on technical capability, external regulatory knowledge, and strategic acumen.
  • Identify competency gaps within the broader HSSEQ team and guide targeted development programs, including formal certifications (e.g., incident investigation, regulatory affairs, ISO lead auditor).

 

QUALIFICATIONS, SKILLS & EXPERIENCE:

  • Bachelor’s degree from accredited University or Relevant Work Experience
  • Preferred Environmental Science, Engineering, Regulatory Affairs, Occupational Health & Safety, or related field
  • Advanced certifications are a plus (e.g., NEBOSH, CSP, ISO Lead Auditor, etc.)
  • 7+ years of progressive HSSEQ experience, with at least 3 years in a leadership role
  • Strong focus on environmental compliance and regulatory engagement
  • In-depth knowledge of Jamaican environmental and safety regulations, as well as international standards and best practices such as ISO 14001 and ISO 45001.
  • Demonstrated success in building and mentoring HSSEQ teams with proven ability to coach and develop team members at various levels.
  • Strong knowledge of compliance systems, environmental risk assessments, and reporting mechanisms.
  • Strong track record of leading cross-functional initiative and influencing senior stakeholders to embed HSSEQ principles into business operations.
  • Demonstrated experience managing environmental approvals, audits, and regulatory inspections in the energy, infrastructure, or heavy industry sectors.
  • Incident Investigation Certified.
  • Excellent relationship-building, negotiation, and communication skills.
  • Excellent communication, facilitation, and interpersonal skills with the ability to engage teams and drive alignment across departments.
