Job Summary:

The HSE Specialist is responsible for ensuring the effective implementation, monitoring, and continuous improvement of Health, Safety, and Environmental systems and practices across the organization. The role will support compliance with local regulatory requirements and international standards, specifically focusing on STOW, MLC, and ISO (9001, 14001, 45001) systems implementation and audits.

Key Responsibilities:

  • Develop and maintain HSE Standard Operating Procedures (SOPs) for key operational activities to ensure safety compliance and reduce risk exposure.
  • Develop and deliver safety orientation programs for new employees and contractors to ensure understanding of site-specific HSE procedures and emergency protocols.
  • Plan, coordinate, and conduct safety drills (e.g., fire, evacuation, spill response) in accordance with regulatory requirements and company policy.
  • Evaluate the effectiveness of safety drills and orientation sessions; recommend and implement improvements where necessary.
  • Lead and support the implementation and auditing of STOW, and ISO standards
  • Conduct regular site inspections, risk assessments, hazard identification, and incident investigations.
  • Coordinate and facilitate both internal and external HSE audits; ensure corrective actions are implemented and tracked to closure.
  • Monitor HSE performance through KPIs and prepare regular reports for management review.
  • Liaise with regulatory bodies, certification agencies, and clients on HSE matters.
  • Ensure compliance with national HSE laws, regulations, and best practices.
  • Promote a strong safety culture and ensure continuous improvement in HSE performance.
  • Provide guidance and support to project teams in the development of safe systems of work and job safety analyses.
  • Act as the primary point of contact for all HSE-related incidents and emergencies; coordinate initial response and ensure proper communication and documentation.
  • Present regular HSE performance reports to management, highlighting trends, concerns, corrective actions, and areas for improvement.
  • Develop, implement, and maintain HSE policies, procedures, and systems in line with company and regulatory requirements.

Qualifications & Experience:

  • Bachelor’s Degree in Health, Safety, and Environment (HSE) or a related field (mandatory).
  • Minimum of 5 years’ experience in a similar HSE specialist or supervisory role, preferably in the energy, construction, or marine sectors.
  • Proven experience with STOW, MLC, and ISO system implementation and audit processes.
  • Strong knowledge of local HSE legislation and international best practices.
  • Excellent communication, training, and interpersonal skills.
  • Proficient in Microsoft Office Suite and HSE management systems.
